oPeration (formerly H&S) and they say that the odor is minimal and the
majority of the noise level is caused from back-up signals on equipment.

Gary Sauer stated that if back-up signals become a real problem to area
residents, Barton can apply to OSHA to utilize back-up flashers rather than
beepers.
^iL Vic B~s- Inquired if Barton plans to fence the site in order to keep
~¥ children off.

Gary Sauer replied that signs will be posted all around the property; the
site will be fenced if excessive danger is created by children coming onto
the site.

Vic B~r~is - Inquired as to the size of the trees that will be planted.

Gary Sauer replied that 8 foot trees will be planted where immediate
screening is necessary; other areas will be planted with seedlings.

Joe Byrnes - 7000 149th Lane - Inquired if any studies have been done
regarding the impact of such a development on surrounding residential
property values.

Gary Sauer noted that the subject property is zoned for industrial use.

Joe Byrnes - Stated that his property is adjacent to the subject property
and he wants to know the impact to his property value. It is a major
concern and should be addressed. It is P&Z and City Council responsibility
to see that no development decreases surrounding home values.

C~ry Sauer replied that no market studies have been done.

Commissioner Deemer stated that the subject land has been zoned Industrial
for many years; he used to develop homes in that area and he told customers
that their properties would be adjacent to industrially zoned property.

Gary Sauer stated that when any kind of development is proposed to take
place near any of Barton's location, they attend hearings to be sure people
know they would be located next to a gravel pit that may have mining and
asphalt production operations at some time.

Vic ~ - Stated that he has lived in Ramsey some time and was never told
that the adjacent property was zoned Industrial which is ignorance on his
part, but there can also be a big difference between one type of industrial
application versus another. It seems like Gary Sauer and the Commission
are saying the property is zoned Industrial and it's too bad if the people
don't like it. If an asphalt plant is a Permitted use, why is Gary Sauer
requesting a conditional use permit.

Ms. Norris explained that any excavating and grading requires a conditional
use permit; Mr. Sauer's proposed use is more intense than what City Code
all,s; it is not a foregone conclusion that Mr. Sauer's request will be
approved.
P&Z Public Hearing/March 3, 1987
