Vic Bunis - Stated that there should be a study done to see if the <br />residential properties will decrease in value or become unmarketable with a <br />landfill to the east and an asphalt plant to the west. <br /> <br />Tom Kurak - 15001 Sunfish Lake Blvd. - Stated that any development in a <br />permitted area should have a glorious enough site plan so that surrounding <br />property values do not decrease. <br /> <br />Bob Miller - Inquired if Barton's proposed building and tree heights would <br />be encroaching on airport height zoning limitations. <br /> <br />Chairman Peterson stated that Barton's proposal would probably encroach on <br />airport zoning limitations. If the airport project is approved, the City <br />will have to deal with Mr. Sauer in the same manner it has to deal with <br />other property owners in the area. Until a decision is made regarding the <br />airport, Mr. Sauer has the right to proceed with his development proposal. <br /> <br />Vic Bunis- Stated that Mr. Sauer is proposing to spend a considerable <br />amount of money developing the property and inquired as to how the City <br />will be able to afford to buy out Barton Sand and Gravel. <br /> <br />Commissioner Deemer replied that Mr. Sauer has a proposed use that is <br />within reason; a conditional use permit would not even be required if there <br />were no excavation and grading involved. If the City denies Mr. Sauer his <br />property rights, the City would probably be forced to acquire the property <br />right away. <br /> <br />Ms. Norris stated that Mr. Sauer's proposed use is more intense than what <br />City Code specifies as permitted uses in Industrial zones; even without the <br />grading and excavating activity, she feels a oonditonal use permit would be <br />required. <br /> <br />Commissioner Deemer disagreed with Ms. Norris and Chairman Peterson noted <br />that some of the ordinances are open for interpretation. <br /> <br />Walter Scroggins - 15141 Sunfish Lake Blvd. - Stated that the residents did <br />not ask for a landfill and got it; the residents will get an asphalt plant <br />whether they want it or not. <br /> <br />Vic Bunis - Inquired if City Council makes the final decision. <br /> <br />Commissioner Deemer replied that the Planning Commission will make a <br />recommendation to Council for denial or approval. <br /> <br />Vic Bunis - Stated that he would like a study done on impact to residential <br />market values prior to a recommendation being made. <br /> <br />Bob Miller - Inquired if there are any plans for that 38 acres that is <br />proposed to not be used for the asphalt operation. <br /> <br />C~ry Sauer replied that the 38 acres will remain as is for as long as <br />possible; there are not plans for it's use. <br /> P&Z Public Hearing/March 3, 1987 <br /> <br />Page 5 of 6 <br /> <br /> <br />
