Rd. #56 and stated that the Cty. <br />Rd. 956 access could be used as an entrance and the access on Industry <br />Aveunue could be used as an exit. <br /> <br />Motion by Commissioner Shut, ay and seconded by Commissioner Hendriksen to <br />table Barton Sand and Gravel Company's request for a conditional use <br />permit; to direct Development Director Norris to prepare a proposed <br />findings of fact relating to Barton's request and refer the case back to <br />the Planning and Zoning Commission as soon as possible. <br /> <br />Further Discussion: Commissioner Hendriksen inquired if the plant <br />operation would constitute a safety hazard for the existing airport <br />operation. Commissioner Hendriksen also stated that he would like photos <br />provided of Barton's other plant operations and staff to obtain references <br />from other communities in which there are Barton plants. Commissioner <br />Deemer also requested that Mr. Sauer provide ingress/egress plans for the <br />operation. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Commissioners Deemer, <br />Shun~ay, Zimmerman, LaDue, Hendriksen and Howell. Voting No: None. <br /> <br />Mr. Vic Bunis commented that the neighboring residential property does have <br />concerns but Mr. Sauer did a very professional job in presenting his case. <br /> <br />Chairman Peterson suggested that the neighboring residents document all <br />their concerns in writing and submit them to City staff; staff will forward <br />those concerns to Mr. Sauer and he can prepare to address those concerns <br />the next time this case is addressed. <br /> <br />Qase #7: Request For Preliminary Plat _Approval Of Now And Then Estates: <br /> Case Of Mr. Paul Bertils:. <br /> <br />Ms. Norris stated that improvements to 167th are no longer a concern with <br />respect to this plat development as City Council Road and Bridge Committee <br />has determined that it will remain as a Minnesota State Aid Street. There <br />are still drainage concerns; additional soil borings have not been provided <br />to determine thebuil~bility of the proposed lots. <br /> <br />Mr. Bertils stated that it is up to the Building Inspector to determine lot <br />buildability. <br /> <br />Ms. Norris stated that the City required Stanhope Hills to fill any <br />deficient lotsbefore signing off on the final plat. Ms. Norris stated <br />that City Engineer Raatikka's letter may be in error as the City only <br />limits accesses onto State Aid roads; setback has never been an issue. <br /> <br />Commissioner Deemer stated that he doesn't think dead-end streets with <br />temporary cul-de-saces require a variance. <br /> <br />Commissioner Hendriksen noted that this case was previously tabled to wait <br />for clarification frcm City Council regarding number of accesses that will <br />be required for plats; this Commission has not received any direction from <br />Council. <br /> P & Z/March 3, 1987 <br /> <br />Page 8 of 9 <br /> <br /> <br />
