RELATING TO THE LOCATION OF A RACING FACILITY WITHIN ANOKA COUNTY WHEREAS, a State constitutional amendment allowing pari-mutuel betting was approved by Minnesota voters on November 2, 1982; and, WHEREAS, the State Legislature is considering the legalization of pari-mutuel betting and 'the creation of a racing Commission; and, WHEREAS, there can be significant economic benefit to counties in which racing facilities are located; and, WHEREAS, there appears to be general public support in Anoka County for the establishment' of a racing facility in its borders; and, WHEREAS, locating a major State-wide recreational facility in the northern portion of the Twin Cities area would provide balance to the metropolitan community and fairness to the region affected: NOW, THEREFORE, BE IT RESOLVED that the ~noka ~ounty Board of Commissioners does hereby strongly support locating a racing facility within Anoka County. BE IT FURTHER RESOLVED that the Anoka County Legislative Delegation is urged to take all necessary steps to secure a racing facility within Anoka County. BE IT FURTHER RESOLVED that Chambers of Commerce and City a'nd Township governments within Anoka County are urged to adopt similar resolutions and to actively pursue the acquisition of a racing facility in the CountY. BE IT FURTHER RESOLVED that the Anoka County Board of Commissioners appoint a "Blue Ribbon Racing AdviSory Committee," consisting of representatives of governmental, business, and other interested groups, to coordinate County efforts to obtain the racing facility. .. BE IT FURTHER RESOLVED that the Anoka County Board authorizes planning funds to provide assistance in the pursuit and development of a racing facility and encourages financial support from other agencies for this effort.
