Dunn, Chairman_,/ <br /> <br />On December 17, 1982, the Minnesota Waste Management Board proposed an area or <br />areas within your community for inclusion on the state's "Inventory of Preferred <br />Areas" for hazardous waste pro~essing facilities. <br /> <br />The December 17 action was the latest step in the Board's continued search for <br />preferred areas for hazardous waste processing'facilities in the Twih Cities <br />Metro area. On April 22, 1982 the Board designated eight areas outside the Twin <br />Cities as preferred areas for hazardous waste processing facilities. The Board <br />is required by law to issue an Inventory.of Preferred areas for hazardous waste <br />incinerators, chemical.waste treatment plants or transfer/storage facilities <br />(temporary collection and storage facilities) for hazardous industrial wastes. <br /> <br />In April, the Board also voted to continue and intensify its search for "preferred <br />areas" in the seven-county Twin Cities Metropolitan area, the source of an estim- <br />ated three-fourths of the state's total volume of hazardous wastes. In September-- <br />using criteria which emphasized compatible land use, avoidance 6f residential <br />areas, transportation access, availability of city services and other factors-- <br />the Board designated 28 "pr'eliminary areas" in the Twin-Cities area. <br /> <br />Following that designation the Board conducted numerous public information meetings' <br />in or near the "preliminary areaS." Also during this time Board staff members <br />worked with city staffs ahd elected officials. Each of the preliminary areas were <br />also reviewed by various state agencies. Based on thel information gathered from <br />these sources the Board and its staff reviewed each preliminary area- using the <br />following factors: existing industrial develRpment and planned development; the <br />availability of sewer and water service; transportation access; proximity to restC <br />dential development; soil and aquifers; protection of city wells and intakes; and <br />proximitJ~ to natural areas, parks and historical site~. All of these siting <br />factors were applied to the various areas in this review without any ranking or <br />priority. <br /> <br />As a result of this process the Board is now consideri-ng 16 "proposed areas" for <br />hazardous waste processing facilities in 15 Twin Cities-area communities. The <br />state' will not site or operate such facilities, but will designate preferred areas <br />where it will encourage private developers to acquire land, obtain the necessary <br />Pollution Control Agency permits and operate such facilities. <br /> <br />The 16 proposed areas will be the subjects of formal public hearings,:.tO be <br /> <br />LAURENCE HUNTER.
