I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> TAC Meeting <br /> <br />Thursday, January 6, 1983, 2:00 p.m. <br /> <br /> MINUTES <br /> <br />The meeting was opened at 2:10 p.m. with the introduction of two new <br />County Commissioners, Natalie Haas and Dan Erhart. <br /> <br />The County Staff presented the following information on the CDBG program: <br /> <br />The new entitlement regulations have not yet been approved by <br />Congress. Some of the areas under consideration are: what percentage <br />of a grantee's CDBG program must benefit low/moderate income people; <br />whether or not an assisted housing project must contain at least <br />51% low/moderate residents to qualify for unlimited use of CDBG <br />funds for eligible activities; and the possibility that the communities <br />in the County in the bottom, quarter by income would be considered <br />as being low/moderate income and therefore have authorization to do <br />any eligible CDBG activity in 1983. Those cities in Anoka County <br />are Bethel, Hilltop, St. Francis, Lexington, and Anoka. There is <br />also a possibility that the "exception rule" would allow for any <br />eligible CDBG activity in a neighborhood in any community where <br />that neighborhood income is among the lowest 25% in the community. <br />We are awaiting a determination from HUD on how that rule will be <br />applied. <br /> <br />The latest information on 1983 funding_is that no firm figures will <br />be released before mid-February. That delay would mean postponement <br />of community submission of projects to the County until March 15. <br />We will forward any information as it arrives. <br /> <br />The County requested information from each community about any <br />publicly assisted housing developed in 1983 or planned for the <br />future. The establishment°f a.tax-~ncrement district is not <br />considered in itself to be public assistance. <br /> <br />HUD is placing a new emphasis on the use of Minority and Women's <br />Business Enterprises. The County has submitted a plan to HUD <br />whereby any bid notices which are circulated will be forwarded by <br />direct mail to applicable M/BE firms. Each community has a copy of <br />those firms which specialize in some type of construction. ?or <br />other types of bids or quotes, call JoAnn Wright for M/BE firm <br />addresses. Please document all contacts made as well as any bids <br />awarded to these firms. <br /> <br />Metropolitan Council has established a technical assistance program <br />for housing activities which they would like to explain to Anoka <br />County communities. Based on favorable TAC response to this request, <br />representatives from Metro Council will be invited to'make their <br />30-minute presentation to the group at a future meeting. <br /> <br /> <br />
