The following members were present:. Stuart Anderson, <br />Dick Blomquist, Jim Hartw~ll, Jim Hill, Clayton Hogie, Ray Jones, <br />Dick Lang, Buster LaTuff, Marvin Myhre, Bruce Nawrocki, Eugene <br />Peterson and Vernon Swanson. Also present were Jay McLinden and <br />Tim Yantos from Administration, Cecil Van Dusen and Morrie Mox <br />from Central Communications, Don Dwyer, Tim Turnbull from Fridley <br />Police Department, P. Wormeli of Simcon, Inc., and John Hemack <br />of MaSys. <br /> <br />The Chairman noted that this special meeting was called pursuant <br />to a request from the Anoka County Board of Commissioners to <br />review and make a recommendation regarding the bids for a computer- <br />aided dispatch (CAD) system. Jay McLinden indicated that it was <br />his perception the Board wanted the Joint Law Enforcement Council <br />and/or the Chiefs of Police to review the matter and make'a recom- <br />mendation as to whether the couDty should adopt a CAD system or <br />consider other alternatives and, if a CAD system is recommended, <br />a recommendation as to the bids received. He listed the ~Board's <br />concerns as (1) the cost difference between the consultant's <br />estimates and the bids received, and (2) whether the JLEC and- <br />municipalities had sufficient time to review this matter. The <br />chairman gave a brief historical background of the dispatching <br />system in Anoka County. <br /> <br />Cecil Van Dusen explained the capability of the proposed CAD system, <br />the need for upgrading the present manual system, and the costs if <br />a manual system is maintained. Van Dusen then responded to numerous <br />inquiries from Council members primarily involving costs. The <br />chairman made inquiry from Mr. Wormeli of Simcon regarding costs <br />of the various components and whether a less elaborate system should <br />be considered, and regarding the concern of interfacing the proposed <br />CAD system with the various computer systems.of the municipalities. <br />With regard to costs, Mr. Wormeli indicated that the consultant's <br />estimate was unrealistic. He indicated that the proposed CAD <br />system could be interfaced with any modern computer system at a <br />cost of probably not more than $10,000 each. Mr. John Hemack of <br />MaSys further commented on ~he ability to interface and indicated <br />that MaSys' bid included this cost. Mr. Hemack also indicated a <br />cos% savings by eliminating the back-up computer, Mr. Hemack then <br />responded to a number of questions from Council members regarding <br />clarification of costs, possible cost-saving alternatives, and - <br />possible ramifications of computer break-down without a back-up <br />system. Mr. Wormeli concurred that there would be a cost savings <br />of approximately $50,000 without a back-up system, and that this <br />would probably be the most feasible cutback. Tim Turnbull suggested <br />that consideration should be given to future needs for the back-up <br />system, which suggestion was supported by Mr. Hemack and Cecil <br />Van Dusen. <br /> <br /> <br />
