(Memo from City Clerks Page 1) <br /> <br />SUblblARY OF CITY ELECTION OFFICIALS CONCERNS ON ELECTION NIGHT PROCEDURES <br />AT THE ANOKA COUNTY COURT HOUSE: <br /> <br />MAJOR CONCERNS: <br /> <br />1. Unnecessary waiting of up to three and one-half to four hours by <br /> the election judges before they entered data processing for actual <br /> vote counting. Judges that arrived at Counting Center at 9:30 p.m. <br /> waited an hour to get their votes counted. <br /> <br />2'. Candidates were misled when receiving vote totals from the County <br /> Auditor's Office which did not include the absentee votes. NO <br /> TALLIES SHOULD BE REPORTED TO ANYONE UNTIL ABSENTEE BALLOTS ARB <br /> TALLIED AND ADDED TO THE COMPUTER PRINTOUT TOTALS. <br /> <br />Eliminate the unnecessary procedures that hold up counting of the <br />ballots, i.e. ACCUMULATIVE TOTALS BETWEEN EACH PRECINCT. <br /> <br />MINOR CONCERNS: <br /> <br />4. Remake teams in Counting Center were not properly trained; they <br /> should be trained in the proper remake procedures and election law <br /> guidelines as to the remaking of ballot cards. <br /> <br />5. Lack of properly trained personnel in Data Processing: <br /> (a) could not answer question on why a precinct had their cards <br /> counted three times when count appeared to be correct; <br /> (b) County personnel gave another city's ballots and print-out to <br /> the wrong election judges. <br /> <br />I <br />I <br />I <br /> <br />I <br /> <br />6. County personnel assigned to city stations were unfamiliar with <br /> check-out forms and materials; caused delay in closing out precincts. <br /> <br />7. Unnecessary number of improperly trained youth Standing around and <br /> other staff working were of little or no assistance to city personnel. <br /> Apparent waste of taxpayers dollars. _ <br /> <br />8. Elehtion judges walked une.scorted from parking ramp to entrance of <br /> Court Itouse carrying the transfer cases, and supply box. <br /> <br />9. City election officials were not notified that certain precincts <br /> were NBC precincts with poll watchers asking voters how they voted; <br /> judges were very upset when NBC precincts were escorted into the <br /> Counting Center ahead of them when they had been waiting for 2-3 <br /> hours already. <br /> <br />County should secure additional card reader to speed up counting <br />process. <br /> <br /> <br />
