According to Kay McChesney, they left the precinct
at 4:00 a.m. to come to the County with results and supplies. She stated
that they were so relieved because everything had checked out the first time.
33 precincts in Anoka County cast more votes than Linwood. Linwood arrived
at the County about 5:00 a.m. and they were the last precinct to report.

Comparison of 1980 & 1982 General Elections:

# of ballots cast
# of votomatic ballots
# of precincts
# of votomatic precincts

1980 1982
89,091 80,786
86,073 78,363
75 87
70 83

In 1980, 7,7.10 more ballots processed -- 13 less precincts
In 1980 (from computer logs): 1st precinct counted 9:47pm 6 hrs. 15 min.
last precinct counted 4:02am
(includes rerunning of the test deck)
In 1982 (from computer logs): 1st precinct counted 9:31pm 6 hrs. 7 min.'
last precinct counted 3:38am
(includes rerunning of the test deck)
In 1980 paid 140 judges for 447 hours (includes from precinct to Counting
Center to home) Average: 3 hrs. 12 min.
In 1982 paid 166 judges for 604 1/2 hours (includes from precinct to Counting
Center to home) Average: 3 hrs. 38 min.
In 1982 including the running of the test deck at beginning and at end, 83
precincts were counted in 367 minutes; with 83 precincts that
translates into 1 precinct being processed every 4.32 minutes.
In 1980 70 precincts were counted in 375 minutes; 5:32 minutes/precinct.

Delay in Data Processin~ Room:
1) See Jim Stanton's memo of il/4/82.
2) "Delay of more than four hours longer to count votes in Anoka County
during the 1982 Primary and General Election."-I wasn't here in 1980,
but the comparison above doesn't seem to bear out the 4 hour figure. It is
clear it took longer in 1982 to count fewer ballots, but as precincts are
added, it takes longer just to interface with a precinct (moving judges in
and out, picking up ballots, returning ballots, etc.).

Primary Election Data:

1980 -- 14,673 Votomatic votes cast -- 70 precincts
Computer log -- 1st precinct - last precinct
8:24pm - ll:19pm
1982 -- 35,754 Votomatic votes cast -- 83 precincts
Computer log -- 1st precinct - last precinct
9:27pm l:14am

Ballot Tampering: The security of the ballots is entirely in the hands of
the election judges. The Auditor's office should continue to stay at arm's
length until ballots are counted, verified and sealed.
