Consequently, the <br />City and police department are a %% apart in resolving <br />this labor negotiation issue for 1983. <br /> <br />The sick leave was never an.~issue because they have never <br />asked for more than what the City decided on in 1982 <br />which the rest of the City employees are getting. <br /> <br />Council Action: Your action will be as follows: <br /> <br />Option #1 - Direct Staff to go back and open up negotiations <br />if possible which will then probably lead to mediation. (At <br />the mediation level the State sends out a mediator and he will <br />mediate the differences between the City and the union.) If <br />it can't be resolved in mediation, it will go into arbitration <br />where it will be resolved by an outsider who will hear both <br />sides. If you get into arbitration it does get expensive. <br />There are arbitrator costs and additional legal costs.plus <br />whatever other direct costs are involved in this contract. <br /> <br />Option #2 - Approve contract language and the fringe benefits <br />which are as follows: <br /> <br />a) Granting a 9% pay hike which would be arrived at as <br /> follows: <br /> <br />b) <br /> <br />5% cost of living increase and 3%% salary <br />adjustment to bring the police in line with <br />the Metro mean for 1983 plus an additional <br />%% that could be thrown in anywhere <br /> <br />Granting an additiona~_d~ay holiday on December 24th. <br />Please note that if Council grants the additional % <br />day to police officers, I have stated to the Personnel <br />Committee that this should be an ordinance change and <br />all fringe benefits should apply across the board to <br />all City employees as we don't want to encourage the <br />forming of another appropriate unit in the City of c ~_ <br />Ramsey. <br /> <br />Either of the above options will need to be done by resolution, <br />which resolution will be available at the meeting. <br /> <br /> <br />
