I I I I I I I I I I I I I I I I I I would probably proceed to mediation. Consequently, the City and police department are a %% apart in resolving this labor negotiation issue for 1983. The sick leave was never an.~issue because they have never asked for more than what the City decided on in 1982 which the rest of the City employees are getting. Council Action: Your action will be as follows: Option #1 - Direct Staff to go back and open up negotiations if possible which will then probably lead to mediation. (At the mediation level the State sends out a mediator and he will mediate the differences between the City and the union.) If it can't be resolved in mediation, it will go into arbitration where it will be resolved by an outsider who will hear both sides. If you get into arbitration it does get expensive. There are arbitrator costs and additional legal costs.plus whatever other direct costs are involved in this contract. Option #2 - Approve contract language and the fringe benefits which are as follows: a) Granting a 9% pay hike which would be arrived at as follows: b) 5% cost of living increase and 3%% salary adjustment to bring the police in line with the Metro mean for 1983 plus an additional %% that could be thrown in anywhere Granting an additiona~_d~ay holiday on December 24th. Please note that if Council grants the additional % day to police officers, I have stated to the Personnel Committee that this should be an ordinance change and all fringe benefits should apply across the board to all City employees as we don't want to encourage the forming of another appropriate unit in the City of c ~_ Ramsey. Either of the above options will need to be done by resolution, which resolution will be available at the meeting.
