I <br />II <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />a) <br /> <br />Sick leave - We told them that inasmuch as sick <br />leave was something that required a considerable <br />amount of thinking time, and due to the time frame <br />we had to work with in this labor negotiation <br />session, we didn't feel that there was enough <br />time to negotiate this item. <br /> <br />b) <br /> <br />Funeral leave - Here we told them that our current <br />City policy provided for funeral leave, however, <br />it was subtracted from the employee's sick leave <br />Their proposal would mean a major policy change <br />but again there wasn't adequate time to review this <br />request. <br /> <br />¢) <br /> <br />Uacation~leave - Again, we informed them that this <br />would be another major policy change and we didn't <br />have adequate time to review this issue. <br /> <br />d) <br /> <br />Holidays - Here again we pointed out that it would <br />be a major policy change but we would make a tenta- <br />tive offer of going to a % day on December <br />Christmas Eve, which would give the City 10 paid <br />holidays. This was only a tentative offer. <br /> <br />e) <br /> <br />Injury on duty - This again would be a major policy <br />situation. The City of Ramsey does not provide for <br />any such coverage other than what is provided for in <br />workers' comp or sick leave. <br /> <br />f) <br /> <br />Salary - Here we stated that the City would consider <br />a tentative offer of 8%%. This is how we arrived at <br />the 8%% for the tentative offer: <br /> <br />3%% adjustment would bring our patrol <br />officers to the mean in the Metro Area <br />for 1983 plus a 5% cost of living in- <br />crease which was given to all City <br />employees <br /> <br />Comments: I might add that the unionrepresentative was not <br />too anxious to give up the additional sick leave, holiday, <br />injury on duty, prevailing rights clause in the contract, <br />etc., however, the union rank and file in this case prevailed <br />and we are very amiable in wanting to cooperate to get this <br />matter settled without any hard feelings. ' <br /> <br />In oU~ first meeting With the Personnel 'Committee (Please <br />refer to enclosure (D2-e) for minutes regarding labor <br />discussions$ we informed them of our tentative offer of <br />8%% and that the police didn't agree with that figure but <br />would settle for 9%. <br /> <br />We went back to the union again and they stated that under <br />no circumstances would they settle for anything less than <br />a 9% salary increase and an additional % day holiday on <br />December 24th.
