,I
I
I
I
I
I
I
I
I
I
I
'1
I
I
I
I
I
I
I

1)

Labor meetings - The C%ief of Police and the City Administrator
have met with the police labor representative on several
occasions. On the first occasion, we reviewed the proposed
contract they submitted to the City. In their contract, out-
side of contract language, they would tike~to negotiate with
the City the following areas that fall in the area of fringe
benefits or economlcs~

a)

Sick leave - They requested that they be allowed to
accumulate up to 960 hours and in the event of
death of the fulltime employee, the beneficiary or
survivor would be entitled to the employee's full
accumulation of sick leave pay.

Funeral leave - They requested that funeral leave
be a separate fringe benefit. Currently, we hav~
funeral leave but when so taken it is deducted from
sick leave accumulation.

c)

d)

Vacation tfme ~They are requesting that the second
increment vacation period allow for three weeks
vacation after five years of employment with the
City.- Our policy now reads that an employee is
allowed three weeks vacation per_'year after six
years of employment.

Holidays - They requested that they receive 11 paid
holidays. The Cit~ now recognizes 9% holidays.

e)

Injury on duty - They are requesting that if an
officer receives a disabling injury during the
performance of assigned duties, the City allow
leave time not to exceed 90 working days. What
this means is that if the employee receives workers'
compensation insurance benefits, the City will pick
up the difference ahd the amount of leave time granted
under this situation'.would not be charged against
the employee's sick ~timec Currently, it is our
policy that the employee would be covered through
workers' comp. If sick leave is involved, it is
charged against his accumulated earned sick leave.

f) Salary - They requested a 9.9% increase in salary.

Comments: In our finalizing comments at .this meeting, we
informed them that the City would be introducing its own
contract for various and sufficient reas6-ns and that we
would meet again and present our contract..

At the second meeting the City presented its proposed con-
tract and we haggled over some contract language and then
went over all the issues that were of major concern to the
union. They are as follows:
