I <br />I' <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br />i <br />I <br />I <br /> <br />I <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br /> CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey Council Personnel Committee was held at 7:30 <br />a.m., Wednesday, February 16, 1983 at the Ramsey Municipal Center, 15153 <br />Nowthen Blvd. NW, Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilman Gary Reimann <br /> Councilman A1 Sorteberg <br /> <br />Also Present: <br /> <br />Councilwoman Jean Schlueter <br />City Administrator Lloyd Schnelle <br />Chief of Police Mike Auspos <br />Building Official Clayton Berg <br />Public Works Superintendent Merle Mevissen <br />City Accountant Jeanne Moen <br /> <br />The meeting was called to order at 7:30 a.m. <br />Case #1: Police Union Contract Negotiation: <br /> <br />The City Administrator presented the Council Personnel Committee with a tentative <br />rough draft contract. The City Administrator went through the portion of the <br />contract that pertains to fringe benefits and wages and pointed ou~ the areas <br />where the police bargaining unit wanted change~. He'further pointed 6ut his <br />recommendation to the Council Personnel Committee as to what he thought the <br />police bargaining unit might accept in the 1983 contract which are as follows: <br /> <br />1) <br /> <br />Salaries - The police bargaining unit wanted a 9.9% inorease .in wages. <br />The City Administrator stated that he felt the Council Personnel Committee <br />should give a tentative offer of 9% (3%% adjustment and 5%% cost of living <br />increase) which would have the following affect on police salaries: <br /> <br />· 1982 Proposed 1983 <br /> <br />1st year 79% of top patrol <br />2nd year 86% of top patrol <br />3rd year 93% of top patrol <br />Top patrol <br /> <br />$19,383 $21,125 <br />21,100 23,000 <br />22,818 24,870' <br />24,535 26,743 <br /> <br />2) Holidays - The City Administrator stated that the police bargaining unit <br /> wanted 11 paid holidays (currently the City provides 9% paid holidays). <br /> The City Administrator stated that he felt the Council Personnel Committee <br /> should offer a % day increase in holidays and it should be on the 24th day <br /> of December. The City Administrator stated he would only recommend this <br /> % day providing all employees received it as we shouldn't have union and <br /> non-union City employees receiving different fringe benefits. <br /> <br />3) Vacation - The police bargaining unit wanted to change vacation time. <br /> The City Administrator recommended that the Council Personnel Committee <br /> not get into that in 1983 bargaining. <br /> <br />Personnel Committee <br />Page 1 of 3 <br /> February 16, 1983 <br /> <br /> <br />
