' <br /> <br />5) <br /> <br />Funeral Leave - The police bargaining unit wanted a change in this <br />area. The City Administrator recommended that the Council Personnel <br />Committee not get into this in the 1983 bargaining. <br /> <br />6) <br /> <br />Injured on Duty .- The police bargaining unit wanted to add this into <br />the police negotiating package° The City Administrator recommended <br />that the Council Personnel Co~ttee not get into this area during the <br />1983 bargaining session.' <br /> <br />Discussion: Councilman Reimann stated that he wanted to know the total breakdown <br />on the wage package that was being proposed as tentative offer recommendation <br />that they should consider offering police bargaining unit. The City Administrator <br />reiterated that it represented a 3%% adjustment and 5%% cost of living. He stated <br />that other non-union employees adjustments varied according to their position, <br />but they all received a 5% cost of living increase and openers to the package <br />come July 1, 1983. The additional %% being offered to the police was a substitute <br />for the opener clause given to the non-union employees. The City Administrator <br />stated that he could agree with Councilman Reimann in part but he felt his <br />recommendation better protected the Cit~ of Ramsey. Councilman 'Reimann stated he <br />would only consider 8%% (which representad 3%% adjustment and 5% cost of living) <br />as a tentative wage offer. <br /> <br />Councilman Reimann stated that he would go along, with the tentative offer of an <br />additional % day holiday which would be taken as a % day'off on December 24th. <br />The City Administrator stated that the tentative % day offer should be for all <br />City employees. Councilman Reimann stated that he agreed with that as he didn't <br />want to create an ~n~alance of fringe benefits. <br /> <br /> Councilman Sorteberg stated that he had mixed feelings on the recommendation <br /> submitted by the City Administrator on a tentative salary offer and what Councilman <br /> Reimann felt it should be. He stated he would go along with Councilman Reimann's <br />tentative offer. Councilman Sorteberg stated he would also go along with the % <br /> day additional holiday on December 24th. <br /> <br />The City Administrator stated that they would take'the Council Personnel committee's <br />tentative offer back to the police bargaining unit. <br /> <br />Case ~2: Personnel Staffing: <br /> <br />City Administrator Schnelle stated he was coming to the Personnel C0n~nittee on this <br />problem as it was really devel.°ping into a serious problem in the areas ~f the <br />Public Works Department and %he Accounting Department. <br /> <br />He stated that he wanted the Personnel Committee to approve of adding one Light <br />Equipment Operator person to the Public Works Department and adding one Accounting/ <br />Data Processing Clerk I tothe Accounting Department. The Administrator stated that <br />the Public Worksman was included in the 1983 Budget, however, the Accounting/Data <br />Processing Clerk I was not included in the 1983 Budget. He stated that the reason <br />it wasn't included is that the office has tried various cost cutting methods to <br />keep from it. However, he ~tated that there are just too many things occurring <br />in Ramsey that are beyond his and Council's control.
