On March 21, a radio "actuality" (announcement) was given to the fol- <br />lowing radio stations by telephones WCCO AM-Minn~apolis~ WEGY AM-Bloc~ir~ton, <br />KBE~. FM-~nneapolis and k'UC~ AM-University of M/nnesota. ~he statioo~ <br />6orded the announcement, but it is unknow~ to what extent it was actually <br />broadcast. (Ex. LL~ F/hal Staff Comments). <br /> 16. On February 141 1983~ the N0tica of Hearing was published in the <br />State ]~lster, (Ex. L; 7 S.R. 1185). <br /> <br />Criteria and Description of the Area <br /> 17. Minn. Stat, § 115A.09~ subd. 2 (1982)~ requires the Board to consider <br />at least the following factors in selecting areas for the inventory~ <br /> · ne consistency of sites with State and Federal regulations, <br /> local land use and land use controls~ the protection of agricul- <br /> ture a~d natural resources~ existing and future development pat- <br /> terns~ transportation and other services appropriate to the haz- <br /> ardous waste facilities~ the quality of other potential sitesl <br /> and the location of hazardous waste generators. <br /> <br /> 18. On November 4~ 19821 the Board identified certain factors wh/ch would <br />be used in the cc~parison of prel/m/nary areas in order to select proposed <br />areas. Tnose factors are listed on page. 23 of ~4B Exhibit O ar~ will form t_he <br />basis for the organizatio~ of the following Findings. F~iever, one of the <br />purposes of the hearings was to identify criteria which had been overlooked by <br />the Board and~ therefore~ additional factors will be discussed which do ~Dt <br />"fit" into the Board's factors. <br /> <br /> Existing Ir~ustrial DevelC~*~ent <br /> 19. The northerly and westerly two-thirds Of this proposed site are <br />totally devbid of any industria~ uses. This portion of the proposed area is <br />characterized instead by. wetlands~ an airportl residential and mostly agricul- <br />tural uses. (EX. ZZ). <br /> 20. The southeasterly one-third of the proposed area has a number of <br />businesses, but it is unclear to what d. egree they are actually involved in <br />manufacturing or storage. They include~ Water Control Corporation, Minnesota <br />Sawdust and Shavings~ Prestressed Concrete, Dickinson L/nee, Mate Punch and <br />D/e~ Helco Fence and Wire~ Supreme Rental, Walter Furnace and Duct Cleanir~, <br />Pave_master, M/nnesota Utility .O~ntracting an~ Ranner and Scns Well Drillers. <br /> <br /> 21. Another on-s~te bus~neab, Altron, Inc., an assembler of elacCronie <br />clrouitry~ filed a written ccn,~ent after the h~arincj opposing designation of <br /> <br />-3- <br /> <br /> <br />
