'On April 22, 1982, follcwing a lengthy search and hearing process, the Board selected eight areas for inclusion in the inventory of preferred areas. All eight were designated for transfer/storage facilities~ three of the eight areas were also designated for chemical processing~ and two of the eight areas were also designated for i~ineration. 3. On April 22; 1982, the Board also decided to further review the seven- county metropolitan area to determine if there were additional possible areas which could be i~cluded in the inventory. The reason for continuing and in- tensifying the search in the metro area is that between two-thirds and three- fourths of the state's hazardous wastes are generated there. (Ex. P Afternoon, Tr.i p. 11). 4. On May 27~ 1982~ the Board informed the May~r of Ramsey of its con- tinuing search for areas in the seven-county metro area. {Ex. Q). 5. On September 14, 1982,~ the Board informed the Mayor of Ramsey that it had tentatively identified an area within the City as a possible '%preliminary area" for a processing facility, and invited the City to send a representative to a September ~3 meeting at the State Capitol~ where the Board would select approximately 30 areas for further study. (Ex. T). 6. On September 231 1981~ the Board designat~ the Pamsey site, along with 27 other sites~ as a preliminary area for use as an ir~i~eration fa- cilityl chemical processing facility~ and/or a transfer and storage facility. (Ex. V). The City was formally informed of this selection on that date. (Ex. W). 7. On Nc~ember 4~ the Board met and adopted selection factors Go be used in evaluating the preliminary areas. (Ex. BB). 8. On December 9, a public information meeting was held in the Pamsey Day Activity Center in Bunker Hills. NDtice of the meeting was given by press release sent to the ABC Newspa~ers~ k"/WNi the Minnea~olis Star and Tribune, and various other news media serving the Ramsey city area. (Ex. Z). Articles appeared in the Star and Tribune on September ~2, in the Anoka Gount¥ Union on December 21 in the Blaine Life on ~ecember 1, and in t~e Circulating Pines cn D~ber 9. (m. 9. On D~cembe'r 16 and 17~ the WMB met at the State Capitol to review the preliminary areas in light of information collected at the various public in- formation meetings and assembled by tt~ staff.
