I <br /> I' <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Mayor and Councilmembers <br /> <br />City Administrator <br /> <br />Staff Report for May 1983 <br /> <br />1) Finance - The following is hereby submitted on this item: <br /> <br />a) <br /> <br />Police Grant - It appears that the City will be receiving training <br />reimbursement money from the Minnesota Board of Peace Officer <br />Standards and Training. <br /> <br />Callable Bond General Obligation Issue for 1981 ($815M) - The <br />savings that may be available to the Ctiy is a good example of how <br />funds will be earned and made available to the public improvement <br />fund when that bond obligation is satisfied. <br /> <br />c) <br /> <br />Ramsey Resident Revenue and Expenditure Report for Month of April <br />1983 - The Ramsey Resident came out in the black for the month ending <br />April 1983. Please refer to C-1 for the City Accountant's report. <br /> <br />2) Projects - The following is a report on work project: <br /> <br />a) Five Year Capital Improvement Project Budget - This has come to a <br /> complete halt due to the City's problem on public improvements. <br /> <br />b) <br /> <br />Bond Rating Issue - We have done nothing on this because of the <br />following items: 1) Establishing of an assessment policy in re- <br />gards to public improvements.and 2) The need for a capital improve- <br />ment project budget. There a~e other things involved which also has <br />precluded completing this project. I felt this was one of Ramsey's <br />more critical issues. <br /> <br />c) <br /> <br />State Aid Legislation - The best Ramsey could have possibly done <br />by either the House or Senate bills was about 5.5 percent over what <br />the City is currently receiving in local government aid. <br /> <br />d) <br /> <br />Critical Area and Wetland Ordinance - This was supposed to be done in <br />April 1983, however, due to a hol.d up in ~ateri~l from the EQB and <br />Metro Council we have had a hold on it. There is also a cost factor <br />involved that Council should discuss. <br /> <br />~) <br /> <br />Ordinance Recodification - This is still in the mill and it it pro- <br />gressing slowly, however, we should have it done by the end of June. <br />The biggest problem is finding the time frames to work on it. <br /> <br />f) General Files - This still hasn'tbeen completed and won't be until <br /> we get adequate time to work on it. <br /> <br /> <br />
