DEFINITIONS <br /> <br />~'Composting. The controlled biological decomposition of selected <br /> organic waste in a manner that produces a harmless final product. <br /> <br />Digposal. The discharge, deposit, injection, dumping, spilling, leaking <br />or placing of any waste onto land or in water so that the waste., or any <br />part of it enters the environment. <br /> <br />Disposal facility__~ A waste facility designed or operated for disposing <br />of waste on or 'i'n the land. <br /> <br />Leachate. Water that has percolated through, or has been in contact <br />~id wastes and consequently contains waste constituents. <br /> <br />Local ggvernmental unit. Any municipal corporation or governmental <br />subdivision other than a metropolitan county located in whole or part in <br />the Metropolitan Area, authorized by law to provide for the processing of <br />solid waste (Minn. Stat., Section 473.802). <br /> <br />Metropolitan Urban Service Area. The portion of the Metropolitan Area <br />in which urban development or redevelopment exists or is planned. <br /> <br />Resource recoverS facility. A waste facility used primarily to reclaim <br />waste for sale or reuse of materials, substances, energy or other pro- <br />ducts derived from waste. <br /> <br />Solid waste. Garbage, refuse and other discarded solid materials. It <br />includes solid waste materials resulting from industrial, commercial and <br />agricultural operations, and from community activities. Solid waste does <br />not include animal waste used as fertilizer; earthen fill, boulders, rock <br />and other materials normally handled in construction operations; solids <br />or dissolved material in domestic sewage or other significant pollutants <br />in water resources, such as silt; dissolved or suspended solids in indus- <br />trial wastewater effluents; dissolved materials in irrigation return <br />flows; or other common water pollutants (Minnesota Pollution Control <br />Agency, Solid Waste Regulation No. 1). <br /> <br />Transfer station. An intermediate waste facility in which solid or <br />hazardous waste collected from any source is temporarily deposited before <br />it is transported to a final disposal or recovery facility. <br /> <br />Treatment. Any activity or processing designed to change the.physical <br />form or chemical composition of hazardous waste to make .it nonhazardous, <br />safer for transport, capable of recovery or storage, or to reduce it in <br />volume. <br /> <br />Waste facility. A facility intended for the processing or disposal of <br />waste, except property used primarily for the manufacture of scrap metal <br />or paper.
