'1 <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br /> <br />JOINT POWERS AGREEMENT <br /> <br /> This Agreement entered into as of the date of execution by <br />and between the Cities of: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />for the establishment of a watershed management organization. <br /> <br /> WI~EREAS, the municipalities to this Agreement have authority <br />pursuant to Minnesota Statutes 471.59 to jointly or cooperatively <br />by agreement exercise any.powers common to the contracting bodies <br />pursuant to 473.877; and <br /> <br /> WHEREAS, the cities bound into this Agreement desire to <br />prepare a surface water management program for the purpose of <br />management of the programs required by Secs. M.S. 473.875 to <br />473.833; <br /> <br /> NOW THEREFORE', the parties to this Agreement to mutually <br /> <br />agree as follows: <br /> <br /> SECTION I <br /> <br /> General Purpose <br /> <br /> 1.1 It is the general purpose of the parties to this Agreement <br />to establish an organization to jointly and cooperatively ~eyelop <br />a Watershed Management Plan and a Capital Improvement Program for <br />the purpose of: To preserve and use natural water storage and <br />retention systems in order to (a) reduce to the greatest practical <br /> <br /> <br />
