'1 <br /> I <br /> <br /> I <br /> I <br /> i <br /> I <br />.I <br />.I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />extent the public capital expenditures necessary to control <br />excessive volumes and rates of runoff; (b) improve water quality; <br />(c) prevent flooding and erosion from surface flows; (d)~promote <br />groundwater recharge; (e) protect and enhance fish and wildlife <br />h~itat and w~ter recreational facilities; and (f) secure~'the <br />other benefits associated with the proper management of ~urface <br />water. <br /> <br /> SECTION II <br /> <br /> Rum River Watershed Management Organization <br /> <br /> 2.1 Establishment: There is hereby established the "Rum <br />River ~atershed Management Organization" whose membership shall <br />be appointed in accordance with the provisions-of this section <br />and whose duties shall-be to carry o6t the purposes contained <br />herein. <br /> <br /> The Rum River Watershed Management Organization, hereinafter <br />referred to as the "Organization", shall be constituted as <br />described in Section 2.2. <br /> <br /> 2.2 Membership Appointment: The governing body_of each <br />party to this Agreement shall appoint one representative to serve <br />as a member of ~he Organization. Each dues paying member shall <br />have one vote. Membership on or representatives to the <br />OrganizatiOn shall be evidenced by resolution of the governing <br />body of each party, filed with the Organization. <br /> <br /> 2.3 Term: The members of the Organization shali not have a <br />fixed term but shall serve at the pleasure of the governing body <br />of the party appointing such member to the Organization. <br /> <br />-2- <br /> <br /> <br />
