! <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I- <br /> I <br /> I <br />I <br />I <br />I <br />I <br /> <br />i <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br />-ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council Personnel Committee was <br />held on Monday, June 6, 1983 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. NOW., Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilmember A1Sorteberg <br /> Councilmember Gary Reimann <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />City Accountant Jeanne Moen <br /> <br />Councilmember Reimann called the meeting to order at 7:07 p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Hiring Of Accounting/Data Processing Clerk II (New Position): <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg <br />to recommend to the Ramsey City Council the hiring of ~athleen Johnson <br />for the position of Accounting/Data Processing Clerk II. <br /> <br />Further Discussion: Mr. Schnelle noted salary scale presented. Council- <br />members Sorteberg and Reimann agreed with the salary scale presented. <br /> <br />Motion carried. Voting Yes: Councilmembers Sorteberg and Reimann. <br />Voting No: None. <br /> <br />Case #2: Meeting On Personnel Issues: <br /> <br />Mr. Schnelle recommended establishing a Council Standing Committee Policy <br />to be adopted in resolution form, that there is a need for consistency <br />in certain procedures. <br /> <br />Mr. Schnelle stated that one item to be addressed in such a policy would <br />be the matter of Councilpersons attending Personnel Committee Meetings. <br />Mr. Schnelle stated that any input from a Councilperson not serving on the <br />Personnel Committee, should be submitted to the Personnel Committee in <br />written form. <br /> <br />Mr. Schnelle stated than another item that should be addressed in such a <br />policy would be access to Personnel files at City Hall. Mr. Schnelle <br />stated that after a person is hired, technically, that person's file <br />should be closed from that point on, and only opened providing the <br />requesting person does so through certain procedures. Mr. Schnelle <br />further commented that there are State laws in effect regarding <br />personnel file procedures. <br /> <br />Councilmember Sorteberg stated that any policies that Ramsey adopts <br />should conform to State law. <br /> <br />Personnel Committee/June 6, 1983 <br /> Page 1 of 2 <br /> <br /> <br />
