I myself gained quite a bit from the <br />conference. <br /> <br />Utility Assessment Policy - We met with Mr..Dan Herbst of <br />the Pemtom Company which is one of the top quality developers <br />in the Metro area regarding our utility assessment policy. <br />Mr. Herbst stated that we are asking for too much front-end <br />financing. He stated that in Bloomington they are only re- <br />quired to provide 10% front-end financing and in Woodbury, <br />which is more comparible to Ramsey, they are only required <br />to provide less than 10% front-end funding. I guess we are <br />going to have to look again at our approach to this policy. <br />Consequently, it would be best for us to table action on <br />Case #6, Council Old Business, entitled "Public Utility <br />Assessment Ordinance Reconsideration" until we have had an <br />opportunity to look at other aspects of this issue. <br /> <br /> <br />
