The Report forms the technical <br />ba:~is for the policies and decisions in She Hazardous Waste <br />i,~jnagement Plan. The Plan will be the "action" document <br />whi. ch wi].], recommend a preferred management system for <br />.h~zardous waste. It also will identfy what legal, institutional, <br />ref~ulatory or other ac%ions are necessary to implement that <br />preferred management plan. <br /> <br />Since April the Task Force has involved itself with reading <br />Chapters 1~-6 of t~e Report, discussing their content, making <br />comments, and suggesting changes, additions~ clarifications <br />and deletions. These contributions will be considered for <br />incorporation into the final Report by the WM Board. <br /> <br />u ri~inal assumptions made when the Waste Kanage~mnt Act was <br />created might have changed as we are discovering lhrough <br />reading and discussin2 and the Task Force feels this should <br />be reflected with difinitiveness in the Report. <br /> <br />Discussions on topics included in the first six chapters <br />range from: does Minn. generate--enough waste to warrant <br />facility development, Superfund Bill, small generator exemptions, <br />manifest and disclosure, local codes and regulations, hazardous <br />waste cateffories (narrowed to 14), treatment procedures, <br />types of fs.cilities, waste oil - hazardous or not, processing <br />vs. disposal and costs incurred, regulatory agencies' roles <br />in the management of hazardous waste, and state operation <br />vs. private industry. <br /> <br />The th'rust ~f the WM Act and the Plan is towards development <br />of alternatives of land disposal. The goal of the Plan is <br />to idenlify the types and amounts of waste generated in Minu. <br />through the year 2000 and how to handle those wastes technically <br />and operationally. <br /> <br />The next 2 meetings of the Task Force will deal with alternatives <br />for Final Disposal, Po) icies amd Impementation ?rograms, <br />i~itiga'tion and Compensation - a draft report dated 2-15-83. <br /> <br />The future for the Task Force will bring issues closer to <br />home, if you will. At present discussions have not dealt wi~h <br />specifics but as we get into the Plan stage closer communication <br />wi].], be neces~ary on our part in order for Ramsey's position <br />to be considered.
