However, the systems, <br />procedures, and other requirements of this chapter are not to be con- <br />strued such as to afford direct protection to an individua] land owner, <br />but rather the purpose of this chapter is to adopt a general public <br />policy' relating to sewage disposal and clean water supplies. <br /> <br />!50. 012 Di2FIN]T] ONS <br /> <br />For the purpose of this chapter, certain terms or words used herein <br />shall be interpreted as follows: The word "shall-" is mandatory; the <br />words "should" and "may" are permissive. Ail distances, unless other- <br />wise specified, shall be measured horizontally. <br /> <br />1. "Administrator" is the plumbing inspector. <br /> <br />2. "Agency" is the Minnesota Pollution Control Agency. <br /> <br /> 3. "Agency Approved Disposal Facility" is any disposal <br />facility which has a National Pollutant Discharge Elimination System <br />(NPDES) Permit or State Disposal System Permit or letter of approval <br />from the agency. <br /> <br /> 4- "A]ternative System" is an individual sewage treatment <br />system employing such methods and devices presented in Section 150.014G. <br /> <br /> 5. "Baffle" is a ~evice installed 'in a septic tank for <br />proper o~cratIon of the tank and to provide maximum retention of <br />solids, and includes vented sanitary tees and submerged pipes in <br />addition to those devices that are normally called baffles. <br /> <br /> 6. "Bedroom" is any room within a dwelling that, in the <br />judgment of the zoning officer, might reasonably be used as a sleeping <br />room, inclnding but not limited to rooms designated as den, office or <br />study, and unfinished areas with potential development to same. <br /> <br /> 7. "Bu'i].dJng Drain': is that part of the lowest piping of <br />the drainage system which receives the discharge from soil, waste, and <br />other drainage p~pes ~nside the walls of the building and conveys it <br />to the hui]ding sewer beginning at least one (1) foot outside the build- <br />ing footings. <br /> <br /> 8. "Bui]ding Sewer" is that part of the drainage system ~ich <br />extends from the end of the building drain and convyys its discharge <br />to an individual sewage treatment system or to a public sanitary sewage <br />collection system. <br /> <br /> 9. Capacity" is the l~quid volume of a sewage tank using <br />inside dJmem,;ions below the outlet. <br /> <br /> Cesspool is an underground pit into which raw household <br />sewage or other untreated liquid waske is discharged and from which the <br />liquid seeps ~nto the surrounding soil. <br /> <br /> <br />
