I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council Personnel Committee was <br />held on Tuesday, June 21, 1983 at the Ramsey Municipal Center, 15153 <br />Nowthen Blvd. NW, Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilmember A1 Sorteberg <br /> Councilmember Gary Reimann <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />Building Official Clayton Berg <br />Public Works Superintendent Merle Mevissen <br />Chief of Police Mike Auspos <br /> <br />The meeting was called to order at 5:03 p.m. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Councilmember Jean Schlueter Requesting Action on Adoption of <br /> Resolution Requesting Compliance with City Code Chapter 150.O1: <br /> <br />City Administrator Schnelle stated that back in 1978 Council recognized a <br />need for this type of control and so adopted it as part of the Ordinance. <br />It also became part of the Comprehensive Plan so there is really no way <br />to get around it. Staff is recommending that money be budgeted in 1984 <br />for this purpose. Much of the cost of this, however, would be coverd by <br />a service charge - an annual inspection fee. The citizens shouldn't be <br />upset to pay for this service, as it will help to maintain their systems. <br /> <br />Councilmember Reimann asked how we would proceed with this. Would we go <br />by complaints we receive or just take a certain portion of the City every <br />year and work from-a schedule like the City Assessor uses. <br /> <br />City Administrator Schnelle stated that we would probably do about 25% <br />of the homes each year, starting with the older systems. <br /> <br />Counc~lmember Reimann asked what would be inspected. <br /> <br />Building Official Berg stated that the tank would be totally exposed, the <br />cover rcmoved and we would check the baffles. This procedure would take <br />about three to four years the first time around. It may be difficult to <br />locate some systems. <br /> <br />Councilmember Reimann stated that we should set up a schedule. <br /> <br />City Adminstrator Schnelle stated that Councilmember Schlueter had wanted <br />to publish literature, but Staff feels that people either won't read it <br />or they won't understand it. <br /> <br />Councilmember Sorteberg asked how property owners would be charged. <br /> <br />Personnel Committee/June 21, 1983 <br /> Page 1 of 4 <br /> <br /> <br />
