I <br />I <br />I <br />I <br />I <br />I <br /> <br />City Administrator Schn'el[e stated that we will look at this more closely <br />at budget time, We will establish a service charge. If the City finds <br />that a home owner's system is failing and the person won't do anything about <br />~t, the City would be able to go ahead and assess the property owner. <br /> <br />Chief of Police Auspos stated that as a citizen, he does not like the idea <br />if it will cost something. <br /> <br />City Administrator Schnelle stated that the Ordinance and Comprehensive Plan <br />pay that we are required to do this. Now that it's been brought up~ you <br />can't let it slide. <br /> <br />Councilmembers Reimann and Sorteberg both feel that if a system is work- <br />ing, it should be left alone. <br /> <br />Chief of Police Auspos asked if we could check with other communities and <br />see how they handle this problem. If it was looked into by another City <br />and found to be an unnecessary procedure, then maybe we have an out. <br /> <br />City Administrator Schnelle stated that that really isn't the question. <br />It's already been adopted in the Ordinance. We have to carry out what we <br />have in effect. A lot of money will he'spent in regards to this request. <br />There appears to be a need for additional personnel. That's why it has <br />come before the Personnel Committee. However, the Budget Committee should <br />also take a look at this to see if we can expend money for an additional <br />person. <br /> <br />Councilmember Sorteberg asked what an additional person would do if he <br />were hired. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Building Official Berg stated that he would dig up the tank and check the <br />baffles, make a drawing of the well and septic system and the next time it <br />is checked, it will be only for sludge. <br /> <br />Councilmember Sorteberg stated that he is not convinced that it will do <br />any good but it is in the Ordinance. What if you meet someone and he tells <br />you to get off his'land. Is it then his problem and we don't have to worry <br />about it any more? <br /> <br />Councilmember Reimann said that it shouldbe okay as long as you document <br />that you were there. <br /> <br />Chief of Police Auspos asked if a sample of the well water could be brought <br />in and the City pay for the testing. Would that be an acceptable way to <br />test the system? <br /> <br />Building Official Berg said that testing the wells wouldn't prove whether <br />or not there had been a failure of the septic system. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Sorteberg <br />to recommend to Council that this case be referred to the Budget Committee, <br />as this may possibly entail more personnel, which would be a cost factor. <br /> <br />Motion carried. <br /> <br />Personnel Committee/June 21, 1983 <br /> Page 2 of 4 <br /> <br /> <br />
