I I I I I I City Administrator Schn'el[e stated that we will look at this more closely at budget time, We will establish a service charge. If the City finds that a home owner's system is failing and the person won't do anything about ~t, the City would be able to go ahead and assess the property owner. Chief of Police Auspos stated that as a citizen, he does not like the idea if it will cost something. City Administrator Schnelle stated that the Ordinance and Comprehensive Plan pay that we are required to do this. Now that it's been brought up~ you can't let it slide. Councilmembers Reimann and Sorteberg both feel that if a system is work- ing, it should be left alone. Chief of Police Auspos asked if we could check with other communities and see how they handle this problem. If it was looked into by another City and found to be an unnecessary procedure, then maybe we have an out. City Administrator Schnelle stated that that really isn't the question. It's already been adopted in the Ordinance. We have to carry out what we have in effect. A lot of money will he'spent in regards to this request. There appears to be a need for additional personnel. That's why it has come before the Personnel Committee. However, the Budget Committee should also take a look at this to see if we can expend money for an additional person. Councilmember Sorteberg asked what an additional person would do if he were hired. I I I I I Building Official Berg stated that he would dig up the tank and check the baffles, make a drawing of the well and septic system and the next time it is checked, it will be only for sludge. Councilmember Sorteberg stated that he is not convinced that it will do any good but it is in the Ordinance. What if you meet someone and he tells you to get off his'land. Is it then his problem and we don't have to worry about it any more? Councilmember Reimann said that it shouldbe okay as long as you document that you were there. Chief of Police Auspos asked if a sample of the well water could be brought in and the City pay for the testing. Would that be an acceptable way to test the system? Building Official Berg said that testing the wells wouldn't prove whether or not there had been a failure of the septic system. Motion by Councilmember Reimann and seconded by Councilmember Sorteberg to recommend to Council that this case be referred to the Budget Committee, as this may possibly entail more personnel, which would be a cost factor.
