i I I I I i I I I I City o f AN O KA City Hall Anoka, Minneso[a 55303 2015 First Avenue (612) 421-6630 EXCERPT FROM REGULAR CITY COUNCIL MEETING HELD JUNE 6, 1983 Moved by Councilman Melrose, seconded by Councilman Mann, that Ord. 1983-#712 be adopted entitled "An Ordinance Authorizing a Joint Powers Agreement for Methane Extraction". During discussion Councilman Weaver asked for an amendment in the draft of the Joint Powers Agreement to assure that at some point in the future the function of the landfill board will conclude when the pilot program is com- pleted. Based on the advice of the city attorney as to how this could best be accomplished, it was moved by Councilman Mann, seconded by Councilman Melrose, that Section VII of th~ draft Joint Powers Agreement "DURATION OF LANDFILL BOARD", be amended as follows: "The Landfill Board established herewith in this Agreement shall continue until December 31, 1988, or until full repayment of all loans described herein, whichever is longer, and in no event shall the Landfill Board continue to exist after December 31, 1989~ except upon unanimous agreement of the parties." Upon voice vote all voted yes. Motion carried. City Manager Dulgar pointed out a possible error in Section 3 C. of the draft agreement between the Ramsey Landfill Board and Waltek, Inc., indicating the 15% figure shown should probably be 20%. Upon roll call vote to adopt Ordinance 1983-#712 with the draft Joint Powers Agreement as modified, Councilmen Melrose, Mann, Halsey, Weaver and Mayor Hostetler voted yes. Motion carried.
