I <br /> <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing regarding Sealcoating Improvement Project #83-10 for <br />Menkveldls Country Park was called to order at 8:12 by Mayor Gamec on Tuesday, <br />June 14, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: Mayor Thomas Gamec <br /> Councilmember A1 Sorteberg <br /> Councilmember Gary Reimann <br /> Councilmember Sue Van Wagner <br /> Councilmember Jean Schlueter <br />Also Present: City Engineer Raatikka <br /> <br />Jack Engel - 8270 168th Lane NW - Stated that he was not present for the <br />public hearing for Sealcoating ImProvement Project #83-7 for Autumn Heights <br />and would like to comment at this time. Mr. Engel stated that his street <br />was platted to be a cul-de-sac and that he is.paying taxes based on cul-de- <br />sac and the cul-de-sac was never completed and now it is a through street <br />that Mr. Tweed used as access to a parcel he built on without obtaining a <br />building permit. Mr. Engel insisted that the cul-de-sac be installed as <br />planned prior to sealcoating. Mr. Engel also noted that the parcel that <br />Mr. Tweed developed is not being assessed and it does have access. Mr. <br />Engel stated that he is paying over $900 taxes, doesn't have a cul-de-sac <br />and that he is paying taxes for two school districts. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />At this time Mr. Engel became very boisterous and Mayor Gamec asked that <br />Mr. Engel's leave Council chambers so the public hearing for Project #83-10 <br />could resume and Mr. Engel's complaint could be resolved during Council <br />Business later this evening and that Mr. Engel should remain at City Hall <br />to be included in that discussion. <br /> <br />City En§ilneer Raatikka made a slide presentation of the proposed project. <br /> <br />Ron Hetland - 6371 164th Lane - Stated that 164th has not been paved for <br />5 years. <br /> <br />Dale Voltin - 6410 162nd Avenue NW - Inquired if vacant lots are being <br />assessed and if the owner of the 40 acres to the south is being assessed. <br /> <br />Mayor Gamec replied that vaCant, platted, buildable lots are being assessed. <br />Mayor Gamec also stated that the developer of that 40 acres is required by <br />ordinance to install blacktop streets at the time of development. <br /> <br />Dale Voltin noted that the streets are'not 5 years old yet. <br /> <br />il <br /> <br />Ron Hetland inquired what determines that sealcoating is necessary. <br /> <br />Mayor Gamec replied that the City proceeds upon recommendations from the <br />City Engineer and Street Superintendent. <br /> <br />Sp C/June 14, 1983 <br /> Public Hearing <br /> Page i of 2 <br /> <br /> <br />
