I I I I i I I I PROCEEDINGS OF CITY COUNCIL PUBLIC HEARING CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A public hearing regarding Sealcoating Improvement Project #83-10 for Menkveldls Country Park was called to order at 8:12 by Mayor Gamec on Tuesday, June 14, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Thomas Gamec Councilmember A1 Sorteberg Councilmember Gary Reimann Councilmember Sue Van Wagner Councilmember Jean Schlueter Also Present: City Engineer Raatikka Jack Engel - 8270 168th Lane NW - Stated that he was not present for the public hearing for Sealcoating ImProvement Project #83-7 for Autumn Heights and would like to comment at this time. Mr. Engel stated that his street was platted to be a cul-de-sac and that he is.paying taxes based on cul-de- sac and the cul-de-sac was never completed and now it is a through street that Mr. Tweed used as access to a parcel he built on without obtaining a building permit. Mr. Engel insisted that the cul-de-sac be installed as planned prior to sealcoating. Mr. Engel also noted that the parcel that Mr. Tweed developed is not being assessed and it does have access. Mr. Engel stated that he is paying over $900 taxes, doesn't have a cul-de-sac and that he is paying taxes for two school districts. I I I I I I At this time Mr. Engel became very boisterous and Mayor Gamec asked that Mr. Engel's leave Council chambers so the public hearing for Project #83-10 could resume and Mr. Engel's complaint could be resolved during Council Business later this evening and that Mr. Engel should remain at City Hall to be included in that discussion. City En§ilneer Raatikka made a slide presentation of the proposed project. Ron Hetland - 6371 164th Lane - Stated that 164th has not been paved for 5 years. Dale Voltin - 6410 162nd Avenue NW - Inquired if vacant lots are being assessed and if the owner of the 40 acres to the south is being assessed. Mayor Gamec replied that vaCant, platted, buildable lots are being assessed. Mayor Gamec also stated that the developer of that 40 acres is required by ordinance to install blacktop streets at the time of development. Dale Voltin noted that the streets are'not 5 years old yet. il Ron Hetland inquired what determines that sealcoating is necessary.
