I <br /> <br />I <br />I <br />I <br />I <br />I <br />I. <br /> <br />Mr. Goodrich stated that the City should limit the time that would occur <br />if Council decides to defer, to a certain period of years based on the <br />life and value of the proposed street. <br /> <br />Mr. Merlin Hunt stated that as he understands it, both the City's appraiser <br />and his appraise agree that considering present zoning laws, paved streets <br />would not benefit the Hunt property. If the City places an assessment on <br />the property, it implies that the City feels the proposed improvement adds <br />some value to the property. Mr. Hunt stated that the road is of no monetary <br />value whether the Hunts plat and sell or continue to use for agricultural <br />purposes. <br /> <br />City Attorney Goodrich replied that the appraisal the City obtained does not <br />agree, that if the property were platted into lots and access was provided <br />to 167th, then the paved streets would be of some benefit. <br /> <br />Councilmember Reimann agreed that the only way the Hunt propert~ would benefit <br />by the street improvement would be at the time of Platting and that the <br />Hunt's should not be assessed for the improvement until that time. <br /> <br />City Engineer Raatikka'stated that the Council can delete the improvement <br />project. -' <br /> <br />Councilmember Sorteberg"s~ated that the assessment roll would be down to 3 <br />if the Hunt property is deleted.and the City is already proposing to pick <br />up 2/3 of the project cost. Councilmember Sorteberg stated that the road <br />definitely needs improving but the City will have to figure out a different <br />method to pay for it. <br /> <br />City Engineer Raatikka stated that if State Aid funds are used the road would <br />have to be brought up to State standards. <br /> <br />i <br />I <br /> <br />Motion by Councilmember Schlueter and seconded by Councilmember Sorteberg to <br />delete Street Improvement Project ~83-2 (167%hAvenue NWand Jaspar Street <br />NW). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann <br />and Schlueter. Voting No: None. Absent: Councilmember Van Wagner. <br /> <br />Mayor Gamec informed Mr. Merlin Hunt that if this improvement project surfaces <br />again, all affected persons will be renotified. <br /> <br />Mr. Merlin Hunt stated that the expansion of the shopping center will increase <br />the flow of traffic even more on this portion of 167th. <br /> <br />Case #2: Finance: (A..~ash Flow Report For.
