,I I I I I I THE LEVY LIMIT BASE ADJUSTMENT FOR PAYABLE 1983 SPECIAL ASSESSMENTS LEVIED FOR MUNICIPAL OPERATION AND MAINTENANCE ACTIVITIES ,Pursuant to Laws 1983, Chapter 342, Article III, Section 4, a city's levy limit base for '-p~y-able 1984 may be increased by the mount a city levied as special assessments to cover the costs of municipal operation and maintenance activities for payable 1983. Municipal operation and maintenance activities that can be used for this adjustment if they were financed by special assessments levied for 1983 include but are not limited to the following: I a) Tree trimming, spraying, repair and removal of dead or diseased trees. b) Removal of snow, ice or rubbish from streets, sidewalks and alleys. I c) Weed elimination from streets or private property. di Removal or elimination of public health or safety hazards from private property. e) Street maintenance, including: I 1) sweeping and flushing; 2) oiling or seal coating; 3) painting; 4) sanding and salting; I 5) of chuckholes~'~d cracks; filling '6) blade,~aid patching o~paver.laid patching.provided that the patch is less '. than 500 feet ~ len§th; -. Repair of storm sewers, sewer systems and water works systems. i)--- Repair and servicing.of street lighting systems. i j) Repair and servicing of traffic signal systems and all regulatory warning or guide signs, including those for railroad crossings. k) Repair and servicing of parking meters. 1) Operation and maintenance of public malls, plazas or courtyards, including the costs of I management fees, cleaning, sweeping, lighting, heating, repairing, insuring and policing. m) Ambulance calls and fire calls. n) Garbage and refuse collection. The payable 1984 levy lim'itation listed on line 16 of the "Final" notice of your-city's payable 1984 levy limitation, which will be mailed to you approximately August 15, does not include this adjustment because the information is available at the offices of the ci. ties and not at the Department of Revenue. i4) 5) I I If you want to claim this levy limit base adjustment, ~t is requested that the following information be provided and calculation procedures be completed on the "Final" notice of your city's payable 1984 levy limitation: 1) List'the total amount of special assessments levied for the allowable municipal operation and maintenance activities in payable 1983 on line 4. Recalculate the amounts for lines 7, 9, 11, 14, and 16. Cross out the amounts on the above lines and write in the re~ised amounts. Transfer the amount of the revised levy limitation for payable 1984 on line 16 to (a) line 4, page 1, of the Form 280, and (b) line 2a in Schedule M, page 4, of the Form 280. Mail a copy of the revised "Final" notice of your city's payable 1984 levy limitation to Che Department of Revenue along with your completed Form 280. It has been determined tha~.~ city cannot continue to levy special assessments for certain municipal purposes after their property tax levy limitation had been increased to provide financing for the same purposes. Therefore, if a city's levy limit base for payable 1984 has been adjusted to include the payable 1983 special assessments levied for municipal operation and maintenance activities, then the city should discontinue special assessing for those activities.
