I '-'~-p-proval by the City Council so as to assure uniform and consistent treatment to <br /> the various properties from year to year. <br /> <br /> I <br />.I <br /> <br />210.012A GENERAL POLICY <br /> <br />It is~ the policy of the City of Ramsey that all properties shall pay their fair <br />share of the cost of local improvements as they benefit. <br /> <br />POLICIES'RELATING TO SPECIAL ASSESSMENTS <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />210.012B <br /> <br />ASSESSMENTS - <br /> <br />The total of assessments cannot exceed the project cost and must be apportioned <br />equally within properties hm¥~g the same general land use (residential and <br />institutional, multiple family and comm~ric~l, or industrial) based on benefit. <br /> <br />210.012C· AssESSMENT ~ERIOD <br /> <br />Improvements installed as a part of a new residential subdivision and petitioned <br />for by the Developer shall be assess6d for a period of five (5) years. New <br />commercial and industrial subdivisions petitioned for by the Developer shall be <br />assessed for a period of ten (10) Years. Assessments for improvements not <br />included as a part of a new development shall be assessed for a ten (10) year <br />period. <br /> <br />210.012D <br /> <br />INTEREST RATE <br /> <br />The rate of interest on assessments shall be one and one-half percent (1-1/2%) <br />greater than the rate of interest the City paid on the bonds which were issued <br />to finance the project. <br /> <br />210.012E INDEXES <br /> <br />Depending upon the appropriate resolution or authorization, the construction <br />cost index or consumer price index may be used. <br /> <br />210.012F PROPERTIES NOT ASSESSED <br /> <br />Special, assessments will not be levied against the properties described as <br /> <br />follows: <br /> 1. <br /> <br />Undeveloped lands laying within the floodway of major drainage <br />channels. <br /> <br />Drainage ponds (defined by public easements) and major drainage ditch <br />easements and DNR designated wetlands. <br /> <br />3. Rights-of-way of all limited access highways. <br /> <br />4. Cemeteries. <br /> <br />5. Major transportation rights-of-way. <br /> <br />-3- <br /> <br /> <br />
