I I I I I I I i I I I I I I I I Chairman Peterson stated it would be nice if a Charter could allow Commissions to spend the money they have been budgeted more freely. Mr. Schnelle noted that regarding spending, Council sets the tone and the City has come a long way in that regard, in a short period of time. Mr. Buchanan stated that the Charter Commission is looking for City shortcomings and how can the City be made better with a charter. Chairman Peterson noted that over the past 6 months to a year, there is a feeling that P&Z is talking in the wind and recommendations are disregarded and this leads to total frustration. Chairman Peterson stated that if the Charter addresses the Planning and Zoning Commission, the members of the P&Z would like input to those guidelines. Mr. Schnelle noted that P&Z's and council's are always at odds because one deals with polities and one is appointed to do a job, and that Council does function .under..~a~'~ot of pressure. ~'~.' ~ Mr.'~chh~lle stated t~at t~e cha~ter s~ould deal with personnel issues. Case #6: Cap'i'{~/'~Improv'ement-~ndgetin~: Mr. Schnelle stated that he i~ requesting the Metro Council to conduct a training session on capital improvement budgeting and P&Z should appoint 3 members to work with the City Accountant and other necessary City Staff on capital improvement budgeting. Commission consensus is to set up a Metro Council training session for Tuesday, July 19, 1983 at 7:30 p.m. Case #1: Planning And Zoning Commission Apolicants: Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend that Council appoint Mr. Terry Hendriksen to fill the position opening on the Planning and Zoning Commission, which will expire on December 31, 1985. Motion carried. Voting Yes: Commissioners Deemer, Zimmerman, Sc~hneider, LaDue and Isakson. Voting No: Chairman Peterson. Motion by Commission Schneider'and seconded by Commissioner LaDue to recommend that Council appoint Dr. E.L. Kennen to fill the position opening on the Planning and Zoning Commission, which will expire on December 31, 1985, should Mr. Terry Hendriksen decline the appointment. Motion carried. Voting Yes: Chai'rman Peterson, Commissioners Zimmerman, Deemer, Schneider, L~Due and Isakson. Voting No: None.'
