Also <br />included is a fact sheet that explains how the Council calculated the <br />population estimates. <br /> <br />The Council is sending you these estimates ~o give you an opportunity to <br />comment on ~he~ before .they are s~nt-to the Sta~e Department of Revenue <br />July 7th. They'will be u~ed by the department to calculate the amount of aid <br />local communities ree~ ~nder. ~he 1:972 Fiscal Disparities Act and the 1983 <br />Tax Law. The 1983 Tax Law Chapter 342 affects the method by which local <br />government aids (Article 5) and levy'limits (Article 3) are to be calculated. <br />Change in estimated population or number of households will be used to <br />determine levy limits payable in 1984 and subsequent years for counties and for <br />cities of 5,000 or more population. The population or household growth factor <br />will be used as an adjustment to the local revenue base of local government <br />aids for cities and towns. They will also be uSed by the Council in monitoring <br />population and household changes in Metropolitan Area communities. <br /> <br />Questions concerning the levy limits and local government aids portions of the <br />1983 Tax Law should be addressed to Rich Gardner~ Minnesota Department of <br />Revenue, 296-2286. <br /> <br />Let me emphasize the estimates are only tentative at this time. However~ the <br />Council must receive all comments by July 6 to comply with the state deadline. <br />If you have any comments, please contact Dorothy Oatman of the Council's staff <br />at 291-6332.
