I The engineering plans, report, and related correspondence submitted by, or on behalf of, the licensee are a part of the licensee's application and license issuance and the construction, operation, and maintenance of this facility will be in accordance with these engineering plans, report, and correspondence. 0 The licensee conduct a.water monitoring program as set forth in the.. Department's policy statement "Procedures for Landfill Water Monitoring." I I I Upon reaching the fill elev.ations set forth in the approved plans, a two part final or terminal cover shall be aPPlied. The lower-half (at least twelve inches) of the final cover shall-be of a compacted impervious material (permeability of less than 10- cm/sec.)'and the Upper half (at least twelve'inches) shall be of a compacted soil and top soil and prote~cted.by the. est. a.blishment and maintenance of a suitable turf. Conveyance of surface'drainage off of a filled area shall be by means of a structure not subject to erosion. The licensee provide a bond in the amount of $200,000. I I I 55 No operations on the far west side of the landfill between May 1 and September 30 except that operation which is more than 500/eet from the west property line may be allowed, provided the licensee effectively controls and prevents nuisances. In the event that the licensee fails to effectively control and prevent nuisances, the Department may summarily suspend that portion of the license which allows operations on the far west side of the landfill. If sufficient turf is not established this summer on terminated areas, these areas must be reseeded by August 1, 1983. I 7. '1 I The licensee will prevent the soil migration of combustible gas or vapors onto adjacent properties and will conduct monitoring consisting of at least the following: a. Semi-weekly m~thane measurements at the property line gas monitoring probes. Dally inspection of the operation of the venting system to insure its proper operation. Recording of all gas measurements, venting system inspection results, service and maintenance activities, and operating problems in a gas monitoring log; a copy of which will be submitted to the Department with the monthl.y operating report. I I I Prompt notification of the county whenever: 1) the methane concentration at any property line probe equals or exceeds 1%; or 2) the methane venting system, or portion thereof, has been or will be out of service for more than 12 hours (exclusive of normal weekend down time). Failure to accomplish terminations when required shall' constitute grounds for summary suspension of the license.
