Voting Yes: Chairman Greenberg, Commissioners Muller, Miller,
Guy, Schneider and Fults. Voting No: None. Absent: Commissioners Schmidt,
Cox and Sentyrz.

Case #4: City Administrator's U~.date:

Mr. Schnelle stated that the City is currently working on the assessment policy
portion of the utility ordinance. Mr. Schnelle stated that a 100% safety
factor can be written into the ordinance but there probably wont't be any
development in City.

Mr. Schnelle noted that P&Z will be involved with the Capital Improvement
Program and on July 19, 1983 there will be a workshop/training session put
on by the Metro Council at Ramsey Municipal Center from 7:30-9:30 p.m. and
it would be advantageous for members of all Ramsey commissions to attend this
workshop. ~

COMMISSION INPUT

Chairman GreeD_berg stated' that the Ramsey Resident was a very good means of
communicating with the public, and maybe it would be possible for EDC to take
it over.

Mayor Gamec replied that"anYti~e"~h~ government takes over anything it becomes
more expensive.

Commissioner Guy stated that Councilmember Van Wagner's opinion should not have
been printed in the Resident, that a newsletter is for information and not
opinions.

Mr. Schnelle stated that some research has been performed regarding Representative
Ernie Larsen's comments at the last regular EDC meeting and there is definitely
not the option of reduced taxes as business incentive.

Commissioner Guy noted that two major corporations are leaving the State of
Minnesota.

Commissioner Schneider noted that the only types of jobs coming into the State
are low pay/low technology type and they are upsetting the tax base.

Regarding Mr. Paul Johnson's application for appointment to EDC, the Commission
authorized City Staff to invite Mr. Johnson to EDC's next regular meeting for
an interview. Chairman Greenberg also requested that members of the EDC submit
names of other persons interested in serving on the EDC.

Mayor Gamec updated EDC regarding progress on the Methane Gas Project with
Waltek and stated that a Landfill Board has been appointed. Mayor Gamec
noted that this project does not mean that the landfill will be expanded,
the project deals with the existing landfill only.

Mayor Gamec stated that the City is going through a frustrating period right
now, and that lots of things will be happening in the next year. Mayor Gamec
stated that Council and various Commissions will be getting a lot of comments
and it is a case of everyone hold their ground, explaining what is happening
and making sure Ramsey can afford to be here and maintain this so-called
quality of life. Mayor Gamec also commented that Council does take the various
Commission recommendations under consideration when making decisions.

EDC/July 13, 1983
