I I Motion by Commissioner Fults and seconded by Commissioner Muller to appoint a Nominating Committee to the Airport Commission to be made up of the Chairmen of the three EDC subcommittees, that this Nominating Committee submit names of those persons they feel represent a reasonable cross section view of the airport issue, that these names be submitted to the EDC Chairman by July 20, 1983 for Council action on July 26, 1983. Motion carried. Voting Yes: Chairman Greenberg, Commissioners Miller, Muller, Guy, Schneider and Fults. Voting No: None. Absent: Commissioners Schmidt, Cox and Sentyrz. I ! I I I I Case #3: Charter Commission: Mayor Gamec summarized the proceedings of the initial Charter Commission meetings. Mayor Gamec further commented that Mr. Dorn, attorney for the Charter Commission, gave a very informative presentation at the last meeting of the Charter Commission and a motion was passed to proceed with the writing of a charter. Mayor Gamec stated that a lot of thi..ngs the Commission thought that a charter could do, actually cannot because~-6f State statutes. He stated that the 3 major items under consideration by the charter Commission are initiative and referendum, recall and electing officials by precinct~ Mayor Gamec stated that ~he public 6pinion subcommittee of the charter Commission has been approaching City Staff and various Ramsey commissions and organizations for their input regarding charters; and they would like the same input from EDC. Mayor Gamec explained that if the City is not allowed to expand by means of sewer and water being brought in to certain areas, taxes will have to be raised drastically and if raising taxes is put to a referendum and is defeated, the City will go bankrupt. I I I I I I i Mayor Gamec stated that the procedure to be followed at this time is to draw up a charter, publish it two times, in it's entirety in the legal newspaper and submit it to the public for a vote. Mayor Gamec stated that he is currently working on a budget for the Charter Commission for Council's approval and the monies will come from Council Contingency Fund. Mayor Gamec noted that the citizens are making more and more demands for services and the City is looking at raising the levy limitation next year just to cover the City's current services. Commissioner.Guy stated that the citizens should not expect to move to a community with lesser taxes and expect the same.services as a community with higher taxes. Commissioner Fults and Councilmember Schlueter stated that there is very little public participation at Charter Commission meetings. Mayor Gamec stated that his biggest fear is that the Charter will become involved with financing and tie up City progress and if that is the case, he will not support the charter. Motion by Commissioner Muller and seconded by Commissioner Schneider that the next regular meeting of the EDC be held on Wednesday, August 10, 1983 at 7:30 p.m. and that members of Charter Commission be invited to this meeting for the purpose of obtaining EDC's input to the charter.
