I <br />I <br /> I <br /> I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A Public Hearing regarding Street Improvement Project #83-2 (167th Avenue NW <br />to Jaspart Street NW) was called to order by Mayor Gamec at 7:52 p.m. on <br />Tuesday, June 28, 1983 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />N.W., Ramsey, Minnesota. <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />i <br />I <br />I <br />I <br />i <br />I <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle. <br />City-.~ttorney William Goodrich <br />City3~gineer Peter Raatikka <br />Reporter Carolyn 'Thompson <br /> <br />Mayor Gamec noted r~ceiving l~tte~ objecting to the street improvement <br />project and proposed assessments from James and Dorothy Hunt and Douglas <br />and Kathy Meske. <br /> <br />City Engineer Raatikka reviewed the proposed project and assessments. <br />City Engineer Raatikka stated that normally the assessment hearing would <br />be conducted at the time of project completion but because of some easement <br />problems it was determined that the assessment hearing should be conducted <br />at this time in order that the City would know just how the project would <br />be assessed out. <br /> <br />City Attorney Goodrich stated that per Council's direction at their meeting <br />on May 31, 1983, an appraisal has been obtained regarding the affect <br />blacktop streets would have on the adjacent Hunt property. Mr. Goodrich <br />stated that it is the opinion of the appraiser that the Hunt property will <br />not increase in valuation because of the improvement, that considering the <br />one in ten acre density requirement the best use of the Hunt property at <br />this time is agricultural and paved streets do not benefit agriculatural <br />property. <br /> <br />Merlin Hunt - Representing his father James Hunt - Stated that the Hunt <br />family has no use for 167th, that the access to the property from Cty. Rd. 95 <br />is sufficient. Merlin Hunt stated that under present zoning laws the land <br />is more valuable as farmland. Mr. Hunt stated that according to law, the <br />cost of any improvement may be assessed to benefitted property based on <br />benefits received and if the Hunt property doesn't receive any benefits, it <br />should not be assessed. Mr. Hunt stated that the primary benefit of this <br />street improvement project would be to the through traffic using this road <br />to get to the shopping center at 167th and Cty. Rd. #47. Merlin Hunt stated <br />that the City is planning to take advantage of the point that the Hunt's <br />do not intend access to 167th by proposing a drainage ditch along that area. <br />Mr. Hunt stated that the City is draining onto their property creating <br />potholes in their field and the crops die out in these areas and right now <br />there is not this problem on the north end of their property but with the <br /> <br />C/June 28, 1983 <br /> Public Hearing <br /> Page 1 of 2 <br /> <br /> <br />
