Mr. Hunt <br />stated that he talked to Bob Kuhns of Anoka Realty and he sees no reason <br />why a blacktop road would benefit the property. Mr. Hunt then presented a <br />formal appraisal from Mr. Curtis Larson. Mr. Hunt reviewed %his report <br />from Mr. Larson with the Council and basically it confirmed the fact that <br />the Hunt property is more valuable as farmland at this time, and farmland <br />would not benefit from blacktop streets. Mr. Hunt stated that some of <br />their property is already being used for drainage and if the assessment <br />against the property is dropped an easement agreement could be reached. <br /> <br />Douglas Meske - 6920 167th Avenue NW - Stated that he does not feel the <br />road should be blacktopped at this time. Mr. Meske stated that the subject <br />portion of 167th is not a dead route as he was told some time ago when he <br />questioned why it was not being included in the Jaspar Street Improvement <br />Project. Mr. Meske pointed out that the street is very heavily travelled <br />at all hours of the day and that it is a through street to the shopping <br />center. Mr. Meske stated that when he bought his home in 1969 he was told <br />by the City that State Aid funds would be used ~o improve the road. In <br />1980-1981 streets west--~d south were blacktopped and when Mr. Meske inquired <br />why that portion of 167~h wasn't included in any of those projects he was <br />informed again that StaGe Aid funds would be used. Mr. Meske stated that <br />he has now been informed that the road is no longer considered eligible for <br />State funds becau~it does'not.connect two County roads. Mr. Meske noted <br />that he has friends living on 155th, which is not paved, and stated that <br />at times they have been polled regarding whether or not they desire paved <br />streets and questioned why nobody on 167th has been polled regarding paving <br />that street. Mr. Meske noted that the paving of 167th would benefit well <br />over 150 units located to the South of his property as it is a route to the <br />shopping center. Mr. Meske stated that assessing this improvement by the <br />unit was supposed to be a more equitable means of assessing and that he <br />disagrees. Mr. Meske noted that regarding 151st 'and Variolite street <br />improvement, plans are to assess on a front footage basis and not assessing <br />all improvement by the same method is grounds for legal lawsuit. Mr. <br />Meske stated that he feels assessing by the front footage method is most <br />fair way to assess and that this portion of 167th should have been paved <br />two years ago when Jasper was blacktopped. <br /> <br />Mr. Goodrich stated that no street improvements projects have been assessed <br />on a front footage basis for 5 years and there are no pending street improvement <br />projects to be assessed on a front footage basis. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Schlueter to <br />adjourn the public hea~ing. <br /> <br />Motion carried.
