1. EXECUTIVE SUMMARY <br />City of Ramsey Improvement Project 16-36 proposes to construct pond capacity and outlet <br />improvements for the regional stormwater pond serving Business Park 95. Figure 1 in <br />Appendix A shows the properties that will directly benefit from the proposed improvements. <br />Figure 2 in Appendix A shows the scope of the proposed improvements (see red line segments). <br />A regional stormwater pond was provided for development of the Business Park 95 properties in <br />1995. However, a storm sewer system outlet was never constructed so this pond remains land- <br />locked which will limit the ability for businesses to expand within this business park, such as <br />recently occurred when Dedicated Networks tried to expand in 2015. This resulted in the Lower <br />Rum River Watershed Management Organization making their Permit approval contingent on <br />the City of Ramsey guaranteeing that an outlet for the pond would be constructed in 2016. <br />This improvement project is included in the City's 2016 to 2020 Capital Improvement Plan for <br />construction in 2016 at an estimated cost of $320,000. The engineer's opinion of probable costs <br />for constructing the proposed stormwater pond improvements, which is included in Appendix B, <br />is $332,500. These costs include 10% contingency costs to account for additional costs <br />discovered during final design, as well as 23% indirect costs for administrative, engineering, <br />finance and legal costs. <br />The pond improvements are proposed to be funded entirely with Stormwater Management and <br />Stormwater Utility Funds. Staff explored the use of special assessments to benefiting properties <br />to pay for a portion of the costs, but based on project records it was determined that the City <br />intended to construct the improvements in the future when warranted by development without <br />assessing benefiting properties within the business park. Staff therefore proposes to utilize <br />Stormwater Management and Stormwater Utility Funds to pay for the proposed improvements. <br />The project schedule outlined in this report therefore does not account for any public hearings or <br />other public process timelines as required when special assessments are levied per State Statute <br />Chapter 429 and/or the City Charter. <br />It is Staff's opinion that the proposed improvements would best be constructed as a stand-alone <br />project in 2016, and that the improvements are necessary, feasible, and cost-effective from an <br />engineering standpoint, and can be constructed as proposed herein. <br />Feasibility Report <br />Business Park 95 Regional Stonnwater Pond Improvements <br />City of Ramsey Project No. 16-36 <br />Page 1 <br />
