2. INTRODUCTION 2.1 Authorization The preparation of this report was authorized by the Ramsey City Council on January 12, 2016. This project has been designated as City Improvement Project No. 16-36. 2.2 Project Overview In 1995, the City of Ramsey developed Business Park 95. This work included utilizing an existing low-lying area as a regional stormwater pond for the development occurring at the time. Based on available records, it appears the City intended to expand the pond's capacity and to construct an outlet pipe between the pond and a nearby storm sewer system when warranted by additional development. However, this work was never completed. This pond therefore remains undersized and land -locked which limits the ability for businesses to expand within this business park, such as recently occurred when Dedicated Networks tried to expand in 2015. To allow for future business expansions, and to meet the requirement of the Lower Rum River Watershed Management Organization Permit issued to Dedicated Networks for their 2015 expansion project, Staff proposes to increase the capacity of the pond and to construct an outlet pipe between the pond and the downstream storm sewer system in 2016. 2.3 Scope City of Ramsey Improvement Project 16-36 proposes pond capacity and outlet improvements to the regional stormwater pond serving Business Park 95. Figure 1 in Appendix A shows the properties that will benefit from the proposed improvements. Figure 2 in Appendix A shows the scope of the proposed improvements (see red line segments).
