2. INTRODUCTION <br />2.1 Authorization <br />The preparation of this report was authorized by the Ramsey City Council on January 12, 2016. <br />This project has been designated as City Improvement Project No. 16-36. <br />2.2 Project Overview <br />In 1995, the City of Ramsey developed Business Park 95. This work included utilizing an <br />existing low-lying area as a regional stormwater pond for the development occurring at the time. <br />Based on available records, it appears the City intended to expand the pond's capacity and to <br />construct an outlet pipe between the pond and a nearby storm sewer system when warranted by <br />additional development. However, this work was never completed. This pond therefore remains <br />undersized and land -locked which limits the ability for businesses to expand within this business <br />park, such as recently occurred when Dedicated Networks tried to expand in 2015. <br />To allow for future business expansions, and to meet the requirement of the Lower Rum River <br />Watershed Management Organization Permit issued to Dedicated Networks for their 2015 <br />expansion project, Staff proposes to increase the capacity of the pond and to construct an outlet <br />pipe between the pond and the downstream storm sewer system in 2016. <br />2.3 Scope <br />City of Ramsey Improvement Project 16-36 proposes pond capacity and outlet improvements to <br />the regional stormwater pond serving Business Park 95. Figure 1 in Appendix A shows the <br />properties that will benefit from the proposed improvements.
