STATE OF MINNESOTA
WASTE MANAGEMENT BOARD
123 THORSON BUILDING
7323 58TH AVENUE NORTH
CRYSTAL, MINNESOTA 55428

ROBERT G. DUNN
CHAIRMAN

TELEPHONE:
METRO AREA (612) 536-0B16
OUTSTATE 1-800-652-9747

I
i July 6, 1982

Ms. Lynne Tscamotto
I 300 Metro Square
7th St. & Robert St.
St. Paul, MN 55101
I Dear Lynne:

I am writing to you about the use and expansion/of solid waste
landfills in Anoka County.

I
I
I
I
I

As a Water Well Drilling Contrac'tor of over forty years, I feel-
that I have a working knowledge of the metro area.. We are
located in the City of Ramsey, and have well records and logs
of over 600 Anoka County wells. ~I have also been a member of the
Waste Management Board since its .inception.

Anoka County has more permeable soils than any of the seven
counties and should have been eliminated from the study, but
since the Metro Council pressured MPCA into allowing landfills
with a clay-p'lus liner, leachate collection system, a new aspect
has developed for the Ramsey landfill. The installation of a
new landfill contiguous to the present one is obviously no mor'e
than an expansion of the present system.

I
!
I
I
I
I

The use of a methane gas collection system is now under study.
The only reason for the gas collection is to offset the cost of
the leachate system which is not viable .without offsetting the
cost.

From studies and reports made by the W-MB, it is obvious that the
methane gas recovery system is not anything you would want in
close proximity to a new housing area of expensive homes. (Enclosed
is Cathy Moore's report of the Chicago methane gas operation.)

The aspects of this gas collection has only begun.

The City of Ramsey insists that the sewer system should be
extended to the small industrial area to the south of the present
landfill. Since the expansion of the landfill is down the center
of the Industrial Park, we no longer have a usable industrial
area - thus the big need for the sewer would have to be for the
use of the leachate collection system proposed for the landfill.

!
I

I
BOARD MEMBERS: DISTRICT 1 LAURENCE HUNTER, Hastings f
DISTRICT 2 KEITH KUITERS, Clarks Grove
D~STRICT ;3 WILLIAM KIRCHNER, Richfield
DICTQ'F.T 4 MILTON K'~OLL.
