I I I I I I I I I I I I I I I I Anoka County Board of Commissioners Anoka County Court House 325 East Main Street Anoka, ~4innesota 55303 Subject: Using the Landfill in Ramsey as the Site and to Provide the Fuel for a Demonstration 40 kW Fuel Cell Power Plant Gentlemen: The purpose of this letter is to request your assistance in procuring a site to locate a demonstration 40 kilowatt (kW) fuel cell power plant. We are aware of the County Board's interest in and active pursuit of ways to make better use of the renewable resource the landfill represents. We feel this proposed project has significant potential for making better use of that resource. The remainder of this letter consists of three parts. 1. Description of the proposed project, 2. Description of potential benefits and future applications for Anoka County, 3. Costs to the county. Description of the Proposed Project United Power Association (UPA) is planning to submit a proposal to the Federal Department of Energy (DOE) under DOE's program for "Demonstrating the Technical Feasibility and Operability of Fuel Cell Power Plants in Suitable On Site Integrated Energy System Applications" (referred to as the 40 kW Fuel Cell Program). In order to participate in the 40 kW Fuel Cell Program we must nominate sites for locating and operating the fuel cell power plant. DOE is very interested in finding renewable sources of fuel (the 40 kW fuel cell requires natural gas as fuel). Since landfill gas is considered renewable, we feel a fuel cell power plant located on the landfill and using landfill gas for fuel will be very attractive to DOE. Assuming favorable action on your part we would take the following steps with respect to the landfill site: Nominate the site in our proposal to DOE.
