I
I'
'1
I
I
I
I

August 26, 1982
Board of Commissioners
Page -2-

B. prepare the site (the power plant itself easily
fits in a 15' by 17' area),
C. install the power plant,
D. operate the power plant for one or possibly two
years, using part of the gas currently being flared
as fuel,
E. restore the site as necessary.

The deadline for proposal submission is October 4, 1982.
We expect to know if our proposal is successful on or about
January 1, 1983. Activity on the project could begin shortly
after that.

Potential Benefits and Future Applications for Anoka County

I
I

I
I

Potential benefits of %his project for Anoka County center
on providing additional options for utilizing the resources
of the landfill. The most obvious use for fuel cell power
plants is to produce electricity, either by a utility like
ourselves, or by some other entity, for sale to others.
Frankly, the economics of this are not very good currently.
The supply/demand situation for electrical power is such that
additional supplies of power carry a very low value at this
time. However, this situation is likely to change over the
next several years and fuel cell power plants will also be
made commercially available.

Assuming production of 800,000 ft3/day of gas with a heating
value of 1,000 BTUs/ft3, approximately four megawatts (~W) of
capacity could operate 24 hours per day or 12 MW could operate
eight hours per day.

Another potential application for fuel cell power plants is
to integrate a fuel cell power plant with a system for upgrading
the landfill gas to pipeline quality. In such a situation
the power plant could provide the power and thermal energy to
operate the gas upgrading plant.

Costs to the County

We are asking the county to assist in securing:

1. the site,

2. the use of some of the gas which is currently being
flared anyway,

3. access to the electrical service at the landfill so
power plant can be interconnected.

the
