The adveriisemenl must <br /> include the fo[lowing information: <br /> <br /> · The dale, time and location of the <br /> budge! hearing <br /> · A summary of the legislative budget, <br /> indicating how the government plans to <br /> use revenue sharing money <br /> <br /> · A statement that the public has a right to <br /> provide written and oral comments on <br /> the entire budget and ask questions <br /> concerning the relationship of revenue <br /> sharing to the rest of the budget. <br /> <br /> The notice must also state that a copy of the <br />lentire budget proposed adoption <br /> for <br /> will <br /> be <br /> available for public inspection at the govern- <br /> ments's main offices. This information must <br />Ibe on display at least ten (10) days before the <br /> meeting. The purpose of these requirements <br />lis to ~live you the ~ime and information <br />needed to become acquainted with the uses <br />planned for revenue sharing money and <br />Iother funds in the legislative budget being <br />mmconsidered for adoption. <br /> <br />'~ lBudget Hearing <br /> This public meeting must be <br /> conducted by your Slovern- <br /> ment's legislative body, which <br /> has the authority to enact the <br /> budget. <br /> <br /> 'The hearing must be held at a <br /> <br /> idate, time and place, which encourage <br /> attendance and public participation. During <br /> the budge/ hearing, citizens like yourself <br /> Imust be provided the opportunity to ask <br /> questions about the entire proposed budget <br /> and the relationship of revenue sharing funds <br /> bOthe uses of other money included in that <br /> ud§et. In addition, the public may question <br /> the differences between the planned uses of <br /> tYhvenue sharing funds and the actual uses to <br /> ich these monies were put in previous <br /> lYears. For example, you may ask how much <br /> irevenue sharing money has been spent on <br /> msuch activities as capital improvements <br /> i government buildings), public safety or <br /> octal services. <br /> <br /> ~udset ftcoring Atlernotiue <br /> <br />Your government may be required by State <br />or local law to follow certain budgeting <br />procedures. These procedures ma~ be used <br />as an alternative to budget hearing require- <br />ments if they include a public hearing at <br />which all cilizens may: <br /> <br /> · Offer written and oral comments on the <br /> entire budget; <br />· Ask questions about the proposed uses <br /> of revenue sharing funds and other <br /> monies in the budget. <br /> State or local law also may require your <br /> government to publish notice of its budget <br /> hearing, or to permit public inspection of its <br /> proposed budget for less than ten (10) days. <br /> The use of such a time period for publication <br /> of notice or public inspection of documents <br /> is acceptable, if the amount of time provided <br /> is more than three (3) working days. <br /> <br />The use of an alternative budget hearing <br />procedure does not exempt a government <br />from meeting revenue sharing public hearing <br />and public notice requirements. Public <br />notices for budget hearings must include the <br />required revenue sharing information. <br /> <br />Enacted Budget <br /> <br /> The legislative or governing <br /> body may not enact a budget <br /> which includes revenue shar- <br /> ing funds until the proposed <br /> use and budget hearings have <br /> been held. Remember, the <br />purpose of these public participation re- <br />quirements is to permit you to voice your <br />concerns about how revenue sharing money <br />is used. However, your government's legisla- <br />tive officials have the responsibility for <br />making the final decisions. <br /> <br />Public Notice <br /> <br />of Enacted Budget <br /> <br />No later than thirty (30) days <br />after the budget has been <br />enacted, your government <br />must make a summary of the <br />entire adopted budget avail- <br />able for public inspection. <br /> <br />3 <br /> <br /> <br />
