The adveriisemenl must include the fo[lowing information: · The dale, time and location of the budge! hearing · A summary of the legislative budget, indicating how the government plans to use revenue sharing money · A statement that the public has a right to provide written and oral comments on the entire budget and ask questions concerning the relationship of revenue sharing to the rest of the budget. The notice must also state that a copy of the lentire budget proposed adoption for will be available for public inspection at the govern- ments's main offices. This information must Ibe on display at least ten (10) days before the meeting. The purpose of these requirements lis to ~live you the ~ime and information needed to become acquainted with the uses planned for revenue sharing money and Iother funds in the legislative budget being mmconsidered for adoption. '~ lBudget Hearing This public meeting must be conducted by your Slovern- ment's legislative body, which has the authority to enact the budget. 'The hearing must be held at a idate, time and place, which encourage attendance and public participation. During the budge/ hearing, citizens like yourself Imust be provided the opportunity to ask questions about the entire proposed budget and the relationship of revenue sharing funds bOthe uses of other money included in that ud§et. In addition, the public may question the differences between the planned uses of tYhvenue sharing funds and the actual uses to ich these monies were put in previous lYears. For example, you may ask how much irevenue sharing money has been spent on msuch activities as capital improvements i government buildings), public safety or octal services. ~udset ftcoring Atlernotiue Your government may be required by State or local law to follow certain budgeting procedures. These procedures ma~ be used as an alternative to budget hearing require- ments if they include a public hearing at which all cilizens may: · Offer written and oral comments on the entire budget; · Ask questions about the proposed uses of revenue sharing funds and other monies in the budget. State or local law also may require your government to publish notice of its budget hearing, or to permit public inspection of its proposed budget for less than ten (10) days. The use of such a time period for publication of notice or public inspection of documents is acceptable, if the amount of time provided is more than three (3) working days. The use of an alternative budget hearing procedure does not exempt a government from meeting revenue sharing public hearing and public notice requirements. Public notices for budget hearings must include the required revenue sharing information. Enacted Budget The legislative or governing body may not enact a budget which includes revenue shar- ing funds until the proposed use and budget hearings have been held. Remember, the purpose of these public participation re- quirements is to permit you to voice your concerns about how revenue sharing money is used. However, your government's legisla- tive officials have the responsibility for making the final decisions. Public Notice of Enacted Budget No later than thirty (30) days after the budget has been enacted, your government must make a summary of the entire adopted budget avail- able for public inspection. 3
