If a <br />waiver is .qranted by the Office of Revenue <br />Sharing, an approved alternative publication <br />method must be used b~ your §overnment to <br />contact its citizens. A government news- <br />letter or posting are two examples of <br />approved alternative publication methods. <br /> <br />Public Notice of the Use Report <br /> <br />ready for <br /> <br />Within ten (10) days of filing <br />the Use Report with the <br />Bureau of the Census, your <br />government must make this <br />information available to you. <br />Notice that the Use Report is <br />public inspection must be <br /> <br />I. published in a newspaper which serves ~our <br />communit~ within ten (10) da~s of the date on <br />which the report is sent to the Bureau of the <br />I Census. The purpose of this <br /> requirement is to give all citizens equal <br /> access to information about revenue sharing <br /> public hearings, the Use Report, and the <br /> enacted budset. Some governments will not <br /> have a newspaper of general circulation <br /> which is available to their citizens. In these <br />Ilocations, newspaper publication would be <br />impossible. Residents of other areas may <br />have a newspaper available to them, but it <br />Imay be read substantial number. <br /> not <br /> by <br /> a <br /> Consequently, newpaper publication of no- <br /> <br /> rices would be impractical or not useful as a <br />Imeans <br /> <br />of notifyin.q citizens. In addition, <br /> <br />Notification of the News Media and <br />Community-based Organizations <br /> <br />Whenever any public notice is required to be <br />published in a newspaper, your government <br />must advise the news media, including <br />minoriB;, bilingual, and foreign language <br />news media, that this information is available <br />to them. States and metropolitan govern- <br />ments may fulfill this requiremeni by <br />contacting the major news services located <br />within their jurisdiction. In addition to <br />notifying the news media (which might <br />include such services as the press, TV and <br />radio stations), your government should <br />make reasonable efforts to inform civic <br />organizations, federations, and other com- <br />munity-based organizations of the availabil- <br />ity of this information. <br /> <br />III. SPECIAL REQUIREMENTS <br /> <br />Senior Citizen Participation <br /> <br />State 'and local recipient governments are <br />required to make special efforts to provide <br />senior citizens and their organizations with <br />an opportunit~ to participate in revenue <br />sharing public hearings. <br /> <br />It is expected that your §overnment will: <br /> <br /> · Identify the senior citizens organiza- <br /> tions located in its area <br /> <br /> <br />
