OL I TAN COU N C I L <br />Suite 300 Metro Square Building, St. Paul, Minnesota 55101 <br /> <br />MEMORANDUM <br /> <br />August 30, 1982 <br /> <br />TO: <br /> <br />Metropolitan Waste Management Advisory Committee <br /> <br />FROM: Environmental Planning (Lynne Takemoto) <br /> <br />SUBJECT: Evaluation and Recommendation for Anoka County's Candidate <br /> Landfill Site P, Ramsey <br /> Metropolitan Council District 12 <br /> Metropolitan Council Referral File No. 10246-3 <br /> <br />INTRODUCTION <br /> <br />Anoka County has submitted to the Metropolitan Council for review a proposed <br />candidate landfill site tn the city of Ramsey. The site is one of four pro- <br />posed by the county as candidate sanitary landfill sites as required by the <br />state Waste Management Act (WMA). The site has been certified by the Minnesota <br />Pollution Control Agency (MPCA) as intrinsically suitable for use as a solid <br />waste landfill. A fifth site was not certified by the MPCA as suitable for <br />either a sanitary or demolition landfill. <br /> <br />AUTHORITY FOR REVIEW <br /> <br />The WMA (Minn. Stat., sec. 473.803, subd. Ia) requires each of the metropolitan <br />counties to adopt, for submittal to the Metropolitan Council, an inventory of <br />four proposed sites in the county suitable for disposal of mixed municipal <br />solid waste and one proposed site suitable for demolition debris. No site may <br />be adopted by the county as part of its inventory unless the MPCA has certified <br />the site as intrinsically suitable for its intended use. The Council is <br />required to review each site for consistency with its Solid Waste Management <br />Development Guide/Policy Plan and to evaluate candidate sites in accordance <br />with guidelines set forth in the WMA. Sites approved by the Council remain in <br />the county's inventory. <br /> <br />PROJECT DESCRIPTION <br /> <br />The Ramsey site (Site P) is approximately one mile north of Hwy. 10 and just <br />west of County Rd. 57. Figure I shows the proposed site boundaries.* Anoka <br />County has proposed to acquire a 119-acre site which includes 95 acres as fill <br />area and 24 acres as buffer. A surrounding off-site buffer of 129 acres has <br />also been delineated. <br /> <br />l~ne site is within an i~dustrial area in Ramsey. At present the site ts <br />essentially undeveloped; sand is being excavated from a portion of it. The <br />existing and planned use of lands south of the site is commercial-industrial. <br />Approximately 700 feet southwest of the site is the Gateway North Industrial <br />Airport (private).
