Schnelle <br />Administrator/Clerk <br />City of Ramsey <br />15153 Nowthen Blvd. NW. <br />Ramsey, MN 55303 <br /> <br />ADMINIsIRAIOR'S OFFICE <br /> <br />RE: City of Ramsey Resolution No. 82-108 <br /> <br />982 <br /> <br />300 Metro Square Building <br />Saint Paul, Minnesota 55102 <br />Telephone 612/291 - 6359 <br /> <br />Dear Mr. Schnelle: <br /> <br />I have recently received a copy of Ramsey's Resolution 82-108 citing concerns <br />regardin9 Anoka County's proposed landfill Site P an'd requesting the Metro- <br />politan Council to retain a consultant to answer those questions. <br /> <br />B~fore I address the specific issues raised by the City Council, let me first <br />explain the purpose of the Metropolitan Council's review of the county's <br />candidate landfill sites and the status of our review of Site P. The Waste <br />Management Act, passed by the Minnesota Legislature in 1980, requires each <br />county in the Metropolitan Area to identify four potential sites for disposal <br />of solid waste and one site for demolition waste. Each candidate site must be <br />reviewed and approved by the Minnesota Pollution Control Agency as "intrinsi-~,;~'~ '-~ <br />cally suitable." As the next step in the review process, the Council <br />evaluate how well each candidate site satisfies the policies and criteria of <br />the Council's Solid Waste Management Policy Plan. The Waste Management Act <br />also specifically requires the Council to analyze the sites with respect to: <br />land use and land use controls, existing and future development pattens, <br />environmental impacts, the protection of agriculture and natural resources, <br />transportation and other services and facilities appropriate to land disposal, <br />patterns of solid waste generation; the facility's proposed final use and <br />quality of other potential sites. <br /> <br />Our staff's preliminary evaluation of Site P was discussed at a public meetin9 <br />in Blaine on April 13 held by the Council to receive comments from the public <br />and local communities on each of Anoka County's sites. Using this information, <br />staff have revised their evaluation and prepared a recommendation that Site P <br />be approved as a candidate landfill site. That evaluation and recommendation <br />will be discussed further by the Metropolitan Waste Management Advisory <br />Committee on Sept. 14, the Physical Development Committee on Sept. 15 and the <br />full Council on Sept. 23, 1982. We strongly encourage your participation in <br />these meetings. <br /> <br />The Council's action to approve a site at this stage in the process allows the <br />site to continue to be considered as a candidate for implementation. However, <br />the Council's action is by no means a final approval of the site. An environ- <br />mental assessment of the s~te is required, and the county will have to develop <br />more detailed information about the site than is available at the current <br />time. This assessment is to be used to help select among the candidate sites. <br />Actual site selection is made by a group composed of the county board and a <br />representative from each city with a candidate site.
