I <br />I <br /> <br />I <br />I <br />I <br /> <br />I <br /> <br />Agenda Item III <br /> <br /> METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, St. Paul, Minnesota 5510]. <br /> <br />MEMORANDUM <br /> <br />August 25, 1982 <br /> <br />TO: Metropolitan Waste Management Advisory Committee <br /> <br />FROM: Environmental Planning (Carl Michaud) <br /> <br />SUBJECT: Background Report to Compensation and Miti'gation Report <br /> <br />Under the Waste Management Act, the Council is required to prepare a report to <br />the Legislative Commission on Waste Management ~LCWM) on methods of mitiqating <br />and compensating for the local risks, costs and other adverse effects of solid <br />waste disposal facilities. In addition, the report is to identify ways of <br />financing the mitigation and compensation measures. The final report was due <br />this month, but will be late because of delays in receiving the county sanitary <br />landfill inventories and in determining the intrinsic suitability of the <br />Council's sludge ash landfill sites. Representatives from the cities and towns <br />with landfill sites will be added to the Metropolitan Waste Management Advisory <br />Committee to assist the Council in preparing this report. <br /> <br />The purpose of this background report is two-fold. First, although the <br />statutorily mandated deadline of August 15, 1982, for the completed report <br />cannot be met, this background report provides evidence to the LCWM that the <br />Council has made a good faith effort to meet the deadline. Second, the <br />background report provides information that will assist the expanded advisory <br />committee in making recommendations to the LCWM. <br /> <br />The body of the report lists the environmental and socioeconomic impacts of <br />landfills on the host community and outlines possible methods of reducing those <br />impacts. The report also identifies possible methods of compensating <br />individuals and the local community for these impacts. Methods of financing <br />mitigation and compensation techniques are also discussed. <br /> <br />SA5541 <br /> <br /> <br />
