Please refer to enclosure (Dl-g) for the City Attorney's
staff report on this issue.

3)

Meeting of Metro Council on September 23, 1982 - City
Attorney Goodrich and Councilman Cox will attend this
meeting and will address the Ramsey City Council on it
Tuesday evening on the results of this meeting.

Comments: It appears that the City of Ramsey's problems
starhed right with the Anoka County Board in regards to
the landfill issue. Consequently, I think the City of
Ramsey should meet with the County Board on this issue
as we are the only community in the Metro area with a
new landfill in our Urban Area. This has to be the worst
example of land use planning that is presently occurring
in the Metro area. Further, to make things worse, the
County wants to ignore the present landfill site because
of all the problems that may arise if it were included in
Site "P". Council should remember it was the Anoka County
Board back in the 1960's that allowed the present site to
become a landfill. I imagine that some of the present
Commissioners were present at that time when that happened.

Council Action: Your action will have to be to the County
Board. I guess you are going to have to sit down with them
and try to make them reconsider some of their decisions on
the landfill issue.

cAsE #8

Pu~l_ication "Compensation and M~tiQatio~n._Dealing.~i~h..~h~_e Adverse~
Impact of Solid Waste Dlsposa! ~acill~%e%,,_~__Bac__k~ro3~nd R~po~t,
A~s{ 198~" -' Exhibit "'n" contains the ~ub~ication stated a~bove
~hich y0~hould review in regards to the City's situation.

Ramsey in mid-October 1982.

Council Your action will be to notify Mr.
Action.:
/C~uncil can meeting with him.

CITY WORKERS '~ COMPENSATION INSURANCE:

. c) ~tablishment of Hazardous Waste Facilit~ - Enclosure (D2-g) contains
a letter from the Minnesota waste Management Board, Mr. Robert Dunn,
~ Chairman, dated September 14, 1982 in which they are requesting to
meet with the Ramsey City Council as soon as possible after
~~~m~ September 23, 1982. Further, they plan to hold a public hearing in
Dunn when the
In accordance with instruction from Council regarding workers' compensation
insurance and the loss the City suffered on the Buchite case, the following
is hereby submitted for your review and comments.
