Voting yes ~ Voting no LANDFILL: The following is submitted on this case for Council information and action: a) Proposed Ramsey LandfiLl Site "P" - The Ramsey City Staff and Councilman Cox attended the following meetings and requested a delay in accepting Site "P" as a landfill: 1) Meeting of the Metro Waste Management Advisory Committee on September 14, 1982 - At this meeting, City Attorney Goodrich, Councilman Cox and Mr. Renner all addressed the above Commission in requesting a delay in passing on Site "P". Mr. Renner pointed out to the Commission that Site "P" was a very poor site do to soil conditions and the effect this would have on underground ~ater sup- plies. The Metro Waste Control Management Advisory Committee seemed very impressed until the Anoka County Director of Envir6nmental Services got up and addressed the above group. It was amazing how at this meeting Mr. Hutchison had so much knowledge about the Ramsey Landfill Site "P"~- However, at the August 4, 1982 meeting, the County had ~o little information they had to let the-Metro Staff member speak on the subject. The net result was that the Metro Waste Management Advisory Committee voted to deny Ramsey a delay and passed it on to the Metro Council Physical Development Commission for their action. I think we could have succeeded in getting a delay if it hadn't been for the above individual. Please refer to enclosure (D2-g) which contains the Metro Waste Advisory Committee's minutes for this meeting. 2) Meeting of the Metro Council Physical Development Committee on September 16, 1982 - At this meeting the City of Ramsey addressed the above committee requesting a delay of time. However, it was pointed out very explicitly by the above body that the Anoka County Board of Commissioners had sub- mitted Site "P" as their recommendation. Consequently, they stated this body, the Physical Development Committee, did not really have any options in the action that they would have to take on this issue. They pointed out that the Anoka County Board submitted the Ramsey Site "P". Further, they stated it was Anoka County Board's decision not to include the present landfill site in Site "P".
